Stewardship Agreement Background • High level document defining general authorities • Prior agreement written in November 2000 • New agreement executed in November 2011 and expanded to include new authorities delegated to LHTAC in both the design and construction areas • Agreement accompaniment is the Quality Assurance Guidelines where LHTAC establishes processes and ITD approves
Delegated Activities • Construction Administration including hiring and administration of Consultants for CE&I , QA Materials testing and independent assurance (when required) • Review and verify monthly progress invoices from contractor for payment • Ensure proper materials certification and testing was completed
Delegated Activities cont. • LHTAC recommends project acceptance but ITD is required to accept the project • Approval of Construction change orders and claims • Emergency relief projects statewide
CONSTRUCTION CHANGE ORDERS (see Contract Admin Manual for change details) 1160.00 – CONSTRUCTION CLAIMS.LHTAC will follow the contract with the LHTAC Construction Engineering Manager approval commensurate with resident engineer level and the LHTAC Deputy Administrator commensurate with Chief Engineer level. ITD’s Involvement • ITD is consulted on change orders or claims over $500,000 • Provide LHTAC assistance with Independent Assurance when resources allow • ITD performs final project acceptance with concurrence of Local Agency and LHTAC
Role of ITD Resident Engineer • Resident Engineer must currently be assigned to LHTAC projects • All questions, however, are directed to the LHTAC Construction Engineering Manager (CEM) • Resident Engineer should refer all questions to LHTAC CEM
Communication During Construction • Bid Questions –LHTAC CEM • Project Questions/Interpretations – Consultant Project Manager or LHTAC CEM (as defined during pre-con) • Project Complaints – LHTAC CEM • Calls received by either District or HQ • District or HQ will listen to the issue • District or HQ will not give opinions or direction • District or HQ will communicate issue to LHTAC CEM • LHTAC CEM will then communicate with Contractor
