Group 3 • General issues: • Guidebook will be visible/used outside of Europe, while most information given in the chapter as of now is mainly European data/models • How can projections based on national data be harmonised with European/global projections, where basic assumptions with regard to abatement efficiencies, implementation, energy mix etc. differ between national and other future scenarios? • Difference between projecting physical activity changes and indexes/indicators, can this be captured and guidance be given in the introductory part?
Q: What are the most important national and international data sources? (Section 3.7) • Tidy up the international sources section to explicitly link data sources with sectors (as well to improve the linkage between national and international sources) • In the energy sector, only PRIMES is referred to as a European model, but other models such as POLES, SCENES, TIMES need to be mentioned to be comprehensive • For solvent use, CEPE etc. under CEFIG, EUROSTAT and UN production statistics • FAO is an important international source for agriculture, as well EFMA/IFA, on fertiliser production and application • Data sources for emerging technologies, esp. future EFs may be included here, or in a separate chapter on future technologies; this refers as well to the penetration of emerging technologies. • EAGER is focusing on EFs rather than activities, should be better expressed • Some editorial changes and clean-up needed.
Q: What level of detail is needed for Sectoral Sections? More detail needed? (I) • in particular for Solvent Use and Agriculture, description of models/methods used for projection are outdated and compared to other sectors, too detailed (e.g. list of references for agriculture) and not reflecting the way current emissions are calculated • detailed description of the solvent use sector does not match the availability of detailed data for projections • a global market for solvent products makes projections on national sectoral basis difficult and solvent balances based on production vs. use can introduce significant uncertainties • balance between sectors in Chapter 6 is essential (descriptions and level of detail)
Q: What level of detail is needed for Sectoral Sections? More detail needed? (II) • Non-road sources are reflected by only short descriptions, which are focussed on the projection of emission changes, whereas activity projections will most likely reflect passenger/freight-ton mileage (air, rail, shipping); the link between emissions and these activity rates needs to be consistently defined • changes of (energy/production/consumption) efficiency may merit an additional section/chapter to give guidance on how to include this in projections. • due to time restrictions, we did not discuss road transport YES!
