Request for Quotation: 9119-12-7079 BIDDERS MEETING Thursday – March 15, 2012 Aerial Mapping Services and ProductsQuotations are invited for the supply, delivery, and warranty of ESM 2012 Aerial Mapping Services and Products for the City of Toronto’s Geospatial Competency Centre (GCC), for a period of one (1) year, with the option to renew for two (2) additional separate one (1) year periods. Issue date:March 8, 2012 Closing March 27, 2012 Noon
Agenda • Introductions • Purpose of this meeting • Timelines • Key RFQ Sections • Questions & Answers
Introductions • Karen Nguyen - Corporate Buyer • Bob Gaspirc - Geospatial Competency Centre
Purpose of this meeting • To give an overview of key areas of the RFQ and to answer questions. • Questions will be recorded and responded to in an Addendum (All verbal responses to questions are unofficial). • You may submit written questions after this presentation to the contact on this RFQ, Karen Nguyen, prior to the deadline March 27, 2012 – 12:00 PM EDT.
TECHNICAL MANDATORY SUBMISSION REQUIREMENTS • Proponents must provide • Quotation Security as per Section 18.0 • A certified cheque, bank draft, money order to Letter of Credit made payable to the City of Toronto, Treasurer in the amount of $1,000.00 to act as the Performance Security. • Reference as per Section 10.4 • Schedule “A” Price Form
RFQ – • These are mandatory contract terms and conditions and will not be negotiated. • Do not disqualify your Proposal by reserving the right to negotiate or by including exceptions to the mandatory terms and conditions in Appendix A and B.
Key drivers - review • Mandate to provide timely relevant, stereo models, ortho-images, DEM/DTM – same time periods • 2012, 2013, 2014
Drivers …2 • Related Projects: • RFP ESM Hardware Software • EGE Integration • Feature Collection • Distributed Feature Maintenance • Topo feature model • Topo process model • Meta data
Objects we would like to “see” • (bit depth) provides ability to redistribute hue, saturation, and contrast in the image tonal regions • (a) features obscured by trees and shadows; • (b) miscellaneous hand wells; • (c) catch basins; • (d) hydrants similar in size to cable boxes; • (e) culverts; • (f) edge of curb;
… objects we would like to see • (g) manhole tops that blend into the pavement surface colour; • (h) traffic lights, Street light, Electric Poles, Bus Stop Posts; • (i) pavement or brick driveways; and • (j) fence (Chain link) because of thickness. • (bit depth is important)
At least one principle centre between 2/3km Extent of mission 2 and 3 km buffer Ortho tiles to overlap 2km buffer
Imagery characteristics • GSD LESS than 6cm • RMSE less than 8cm horizontal • RMSE less than 20cm vertical • Max 15% building lean • Bit depth • Pan ban + other bands aligned
Shoreline coverage – same as last year • (12) Shoreline coverage - Flight lines running parallel to a shoreline may be repositioned to reduce the proportion of water covered provided the coverage extends beyond the limit of any land feature by at least 30 per-cent of the strip width. The City desires to have no black Pixels within the two kilometre buffer around the City. The lake area beyond the 30 per-cent strip width may be flown at a “higher altitude” with less overlap to ensure that no “black or null Pixels” exist within lake side 2km buffer in the final orthoimages. Vendor is to ensure that these coarser lake only images are colour balanced to the higher resolution imager where they overlap the 30 per-cent strip. GSD, horizontal accuracy, and vertical accuracy will be relaxed between the 30 per-cent strip and the 2km buffer over water. Optionally, existing lesser resolution Raster Imagery may be used in this area only provided it was captured at or near the time as the flight for this RFQ. The objective is to be able to see sediment patterns out to the 2km buffer
Image Meta Data • Note this topic is under development and subject to change. Finalization of meta-data against individual files and images will be resolved with the Vendor.
Key deliverable: images stereo-pairs in APS-DVP v7 format along with .par and .dat files: • the panchromatic band Stereo Models shall be provided as a separate set • the 64 bit depth RGBir Stereo Models shall be provided as a separate set • both sets must be aligned and coincident and have the same spatial accuracy and GSD • PAR/DAT files deemed non-standard – need One other transformation set for BAE, ERDAS, DAT-EM, other
