Rungs on the ladder • Delegated power – Citizen’s group has organizational role in process. May have own funding and partner to implement. • Consulting – Boards, workshops, neighborhood meetings where good ideas emerge. Professionals use expertise to implement. • Therapy – Citizens given a chance to get “it” off their chests. Experts tick the box and move on.
Plan… What do we mean?
Plan • Process • a method or way of proceeding thought out in advance; to make a plan or design • Product • A document or drawing that shows the outcome of the process; arrangement of places or facilities in space
Types of plans • Comprehensive plan • Master plan • Site plan

Formal planning process 1. Define issues, understand trends in what is needed/wanted • What’s the planning cycle, time for a new one? • What’s the staff feel for “pulse” of the community? 2. Develop goals, set vision • What are community needs? • What do “best practices” say? 3. Inventory, collect specific information • What are the physical features of the place? • What do residents (and visitors) think?
Planning process cont. 4. Analyze information collected • What physical spaces can accommodate needs? 5. Synthesize a plan – pull all parts together 6. Finalize and publish the plan document 7. Implement • Strategies for “how to” • May provide management policy, design alternatives, location options • Need a “Champion” – key to getting things done 8. Monitor • Is the plan working? • Are people using the place, are conflicts occurring?
