FOIWG Scope • To provide “colour and depth” to policies and guidelines relating to delegations and redelegations of ccTLDs. • Applicable policies and guidelines: RFC 1591 and GAC-Principles 2005 • No changes to policies (requires PDP) • The IANA Functions contract is out of scope
WG Processes • WG prepares draft “interpretation” for a topic in an Interim Report (e.g. Consent report). • WG undertakes a public consultation of the draft set of interpretations. • WG reviews comments and input from the public consultation. • WG prepares a Final Report of interpretation for a topic.
Processes (continued) • GAC and ccNSO support for Final Report • Submission of Report to the ICANN Board includes: • Confirmation of support by GAC and ccNSO • Report with recommendations
Topics for “Interpretation” • “Consent” for delegation and re-delegation requests • Support for delegation and re-delegation from “Significantly Interested Parties” • Recommendations for “Un-consented Re-delegations” • Comprehensive glossary / terminology • Recommendations for IANA reporting
Recent Activities • The WG meets at ICANN and every week or two by conference call between • Has revised its charter and work plan • Has published progress reports • Has published a public consultation on “Consent” • Has almost finished draft on “Significantly Interested Parties”

Terminology Topic • Objective - develop a comprehensive glossary of terms used when delegating and re-delegating ccTLDs. • WG will evolve this glossary in parallel with other work. Terminology topic has been moved to the end of schedule.
Consent Topic (1) • To develop guidelines for how IANA should obtain and document “consent” from the proposed manager for a ccTLD delegation and from the proposed and incumbent managers for a re-delegation • The FOIWG completed its draft on “Consent” in September, published as an Interim Report which is currently out for public comment: www.icann.org/en/announcements/announcement-12oct11-en.htm
Consent Topic (2) • Comments on Interim Report will be reviewed by FOIWG • WG will then prepare a Final Report • Final Report on “Consent” will be published prior to ICANN Costa Rica March 2012 • At Costa Rica: Seek support from GAC and ccNSO on recommendations on “Consent”
Significantly Interested Parties (SIP) • Objective is to develop guidelines as to how IANA should obtain and document support for delegations and re-delegations from “Significantly interested Parties”, as outlined in RFC1591 • Interim draft on “SIP” will be published shortly
