Location of Angat Dam, AMRIS and Metro Manila, other potential water sources
Water Rights Allocation in Angat Reservoir * 15 cms may be taken from the 36 cms allocation of NIA as conditional allocation to MWSS in emergencies
Operation rule in Angat Reservoir • Upper rule curve – water level > 212 m • Municipal water supply, irrigation demands, instream river flow requirements satisfied • Power generated at capacity of hydropower plants • Lower rule curve – water level < 180 m • Municipal water supply satisfied first • Power generation linited to releases made from auxiliary hydropower plants • Irrigation water maybe reduced and satisfied by whatever water remains from the reservoir or obtainable from local inflows • Between the upper and lower rule curves – water level = 212 m to 180 m • Municipal water supply and irrigation demands satisfied • Power generation limited to releases for municipal water supply and irrigation
Conclusions • The Water Code does not provide clear guidelines on the Compensation for water reallocated • Means to meet Metro Manila’s increasing demand for municipal water • Develop new sources • Improve water use efficiency
