  2. Background • AFMS • Historical Overview • AFMS Factors Defined • Benefits to NSW • Benefits to Navy • Ongoing Issues

  3. Unclassified NSW Alternative Final Multiple Score (AFMS) Why did we start down this path? E7 FMS (Final Multiple Score) = PMA (Performance Mark Average) + SS (exam Standard Score) Last 3 (PMA) Exam Final Multiple Eligible P P P (46.8) + 49.2 = 96 Non-eligible: EP EP EP (52) + 43.9 = 95.9 EP MP MP (50.3) + 42 = 92.3 FY-08 Cut line The Issue: 30% of SB1 and 32% of SO1 top-performers not SBE 2 Unclassified

  6. Unclassified • Who: CENSEALSWCC, in collaboration with NETPDTC/PERS-8/N13, sponsored by NAVSPECWARCOM • What: Test new formula (7 factors vice 2) to calculate SO & SB E-7 SBE list • When: Over three years, beginning October 2007 • Why: Get more top performers to E-7 selection board • How: Change formula to better reflect how board evaluates record and enhance existing Navy IT system to support it • NSW Senior Enlisted guidance and feedback • NSW-approved factor points and weights • The result: • 01 June 2010 Memo for the Record from VADM Ferguson directing the deployment of the NSW AFMS on 01 October 2010 using NSIPS functionality followed by a 06 AUG NAVADMIN promulgating the NSW AFMS implementation in FY-11 Historical Overview Unclassified

  7. NSIPS/ESR = AFMS IT Solution • NSIPS as the Backbone • Enhancements, not Modifications • Ensures accurate data from authoritative sources • Cost-effective

  8. Functional Interfaces AUTHORITATIVE SOURCES NDAWS DLPT

  9. IT Solution: NSIPS/ESR & AFMS • Created the SO/SB Universe to include the AFMS algorithm to generate the SBE list • Provides an analytical environment which supports the AFMS pilot project • NEXT STEPS: • Use NSIPS to determine SO & SB E7 SBE in FY-11 • Establish the requirements for interfacing with NEAS for SBE list beyond the pilot Accurate Data, Authoritative Sources, Legally Defensible

  10. NSIPS Enhancements Have created an NSW Universe within NSIPS Provides an analytical environment which supports the AFMS project Provides immediate access of critical skill sets and diversity data to unit commanders Goal is to provide one-stop shopping for individual and aggregate profiles Was developed to be scalable to other ratings NSIPS is scalable IAW Initial CNP Direction

  11. Process Flow Comparison “AS IS” “TO BE”

  12. Excerpts of NSIPS OQAL List • PARACHUTIST NAVAL PARACHUTIST INSIGNIA • MTS MASTER TRAINING SPECIALIST • CCDS Closed Circuit Dive Supervisor • CHENG Chief Engineer • CQRSO Close Quarters Combat RSO • DMRG Demolition Range RSO • DYGM Dynamic Ground Mobility RSO • UAVO UAV Operator • MIFJ Military Freefall Jumpmaster

  20. Data Entry Issues Off Duty Education Courses that automatically populate NSIPS continue to negatively affect entry of other school information. Business rules for data validation from Corporate systems DO NOT comply with PeopleSoft user interface rules. Recommendation: Until those business rules are aligned, Off Duty Education Courses should only be entered at the PSD, or at the user level.

  21. FLTMPS Record End dates are recorded by semester

  22. NSIPS Record End dates recorded by semester are incomplete records

  23. Discussion Topics Permissions to assist PSD personnel with entry/update of award information below NAM (i.e. good conduct awards, Flag LOC, Combat Action Ribbon, etc.)

  24. Backup Slides Questions?

  25. Discussion Topics • Permissions to assist PSD personnel • with entry/update of award information • below NAM (i.e. Good Conduct Award, • Flag LOC, Combat Action Ribbon, etc.) • U.S. Navy Awards (aka NDAWS). • Community Process flow. NSW Awards • Tracker (SIPR). • CENSEALSWCC entered or fixed about • 50 awards in NDAWS / NSIPS ESR for AFMS • calculations over a 4 month period.

  26. By improving NSIPS functionality for NSW: Provides NSW community with an enhanced personnel and training management tool Accurate, relevant repository of war-fighter skills and accomplishments Supports time-critical decision-making Can query for multiple quals (“How many Sniper+Farsi 2/2+JTAC at UIC? On East Coast?”) We’re improving NSIPS functionality for the Fleet: Electronically view and verify advancement worksheets Finding, reporting, and fixing: Computation errors with awards information in NSIPS Analytics CAC logon issues from home computers Language Database (DLPT)-NSIPS connections NSIPS Enhancement Benefits Improving NSIPS for entire Navy

  27. Adding NSW COI Admin attempts to add NSW Course of Instruction to update members record.
