TTX Goals • Identify the mechanisms (e.g. processes, partnerships constructs, information needs, etc.) needed for regional stakeholders to work together to pursue mutually beneficial regional growth. • Further develop planning and information sharing relationships between region stakeholders based on a common understanding of growth opportunities and challenges facing the region. • Create a regional map of projected growth and development that identifies the opportunities and challenges that the region will likely face level over the next 20 years. • Create an Action Plan that identifies shared regional goals, objectives and recommended actions that will allow stakeholders to leverage their common interest and concerns and communicate with one voice.

Project 1 • Name: Demographics • Purpose: To analyze demographic trends for regional collaboration (to include MCBQ demographics - workforce population-where they reside) • Goals: • Establish baseline information, • Determine characteristics of current workforce/ancillary workforce, • Make future projections; population densities near MCBQ, economics, education Level, income level • Lead: : 3 Regional Commissions (NVRC, GWRC, RRRC) • Team Members/Participants: - Core = NVRC, GWRC, RRRC, MCBQ, COG, PWC, Stafford, Fauquier, - Support = (Universities (George Mason) might already have data) • Deliverables: - Compile a regional data set (MCBQ – baseline data population) - Conduct an analysis of MCBQ workforce population – Where they live by zip code/ by most refined determination of jurisdiction - Determine destination data (coordinated with Transportation Project) - Determine MCBQ transient population - Make baseline projection of MCBQ growth/community growth

Project 2 • Name: GIS • Purpose: To build a planning/analytical tool used by QRESC/QRPT • Goals; - Integrate demographic baseline data into map • Support other projects • Determine Compatibility/Interoperability - Common Language (concern about GIS systems/software compatibility for sharing data) • Lead: MCBQ • Team Members/Participants: - Core = NVRC, GWRC, RRRC, MCBQ, COG, PWC, Stafford, Fauquier - Support = (Universities (George Mason) might already have data) - Virginia Department of Conservation and Recreation (DCR) • Deliverables - Build a workforce – location graphical display - Develop a distributed systems interface - Determine layers that can/will be shared - Establish a process to share data

Project 3 • Name: Sustainable Regional Development • Purpose: To preserve the military mission while improving regional quality of life • Goals: - Conduct and integrate Land Use Compatibility Studies: ILUP/JLUS/Noise/ACUZ - Determine MCBQ Economic Impact - Determine development compatible with preservation of military mission - Evaluate community economic development - Evaluate economic impact on transportation (coordinate w project 5) • Lead: MCBQ /OEA/Community • Team Members/Participants: - Core = MCBQ, PWC Planning Dept, Stafford Planning Dept and Economic, Development Dept , Fauquier Community Development • Deliverables - Develop an Integrated Regional Action Strategic Plan (ILUP/JLUS, Noise/TDM/AICUZ/ ECP/Master Plan) - Conduct Economic Impact Analysis for MCBQ (coordinate results with project 4) - Establish encroachment partnering priorities process

Project 5 • Name: Transportation • Purpose: To integrate, coordinate, and evaluate connectivity of transportation infrastructure and coordinate traffic demand management initiatives. • Goals: • Route 1 project – Pick up from QGMC, • Transportation demand management Infrastructure/TDM, Connectivity (NVRC – Dynamic Ride Share - from Indianhead Ferry/Gaylord-Quantico-Ft Belvoir), • PWC widening Rte 1/Fuller Heights Intersection, • Stafford Onville Road improvement, Hot Lanes extend to 610 • Determine commuter patterns • MCBQ TDM (30% reduction on base) • Lead: Rte 1 project – QGMC, TDM – MCBQ (coordinate with existing programs) • Team Members/Participants: • Deliverables: - TDM - Tracking progress towards goal, - Origin/Destination Survey, Ride Share Data - Rte 1 Engineering Plan/Project - Connectivity to Mass Transit (PRTC, VRE, Commuter Lots, etc.) – Gap Analysis to Identify constraints - Education Component – Graphic Representation (GIS) - Integrate Resources (Joint Land Use Study JLUS) -PWC Widening Rte 1-Fuller Heights Intersection/Stafford Onville Road Improvement
