RIGHTS FOR REDD+ OR REDD+ FOR RIGHTS? SUCCESSFUL EXPERIENCES AND REMAINING CHALLENGES WORKSHOP 0775: IUCN WCC JEJU, 7 SEPT 2012
Framing the discussion Some of the big questions on REDD and rights: • Is recognition of rights a pre-requisite for REDD+? Or can REDD+ go ahead without recognition of rights? • Are there trade-offs between efficient emissions reductions and recognition of rights? What are they and how do we negotiate them? • What are the choices to move forwards with REDD+ and rights?
Framing the discussion • What do we have to work with? • The IUCN Pro-poor REDD Project • Draft ‘seven principles for Pro-poor REDD+’ • FFP and FFI work on REDD+ and rights • Inspiration from the Whakatane initiative • The Conservation Initiative on Human Rights • Recommendations from discussion And a room full of experience, ideas and questions in this workshop....
Framing the discussion 7 principles and 22 recommendations, organised into four themes: • Participation in REDD decision making • Free Prior Informed Consent (FPIC) • Land Tenure, Resource Rights and REDD+ • Equitable sharing of benefits
