2. Government in Denmark Responsibilities of the State and the Regions • State function only: police/justice, defense, foreign policy, higher education, church and culture • Regions: Mainly hospital services and primary healthcare and regional development

Government in Denmark Responsibilities of Danish Municipalities • Primary schools, special education and kindergartens • Health and rehabilitation • Social services ie. social housing, protection of children, social welfare • Care of disabled • Care of elderly people • Integration of refugees and immigrants • Assistance to unemployed people • Environmental control (waste management) • Local roads • Supply of drinking water, sewerage system, refuse collection etc. • Town Planning • Development of the local economy, businesses etc. • Digitalisation • Culture and leisure

Culturalcooperation in DenmarkThe Metropol Cooperation ”Culture to the whole country” – 4 yearcontracts a 50/50 financed co operation between the state and the municipalities (and some Regions) 14 contracts/cooperations The Metropol Cooperation 26 municipalities 1 region Ministry of Culture 1,2 mio. + 850.000 + 1,2 mio. €
4. The Metropol Cooperation Economy • 1.25m € from the municipalities • 0.8m € from the region, and • 1.25m € from the Ministry of Culture. Golden Days, Copenhagen Jazz festival and the Film festivals (Copenhagen Dox, Copenhagen Pixog Buster) From the Ministry of Culture, 450.000€annually. In total 3,7 mio. €during 2012-2015.

The Metropol Cooperation The Vision To benifit from the geografically and social density of the region, the culturaldiversity and creativeresourcesacrossmunicipal boundaries and across the Øresund (the seabetweenSealandia and Sweden) so that the areawithin ten yearswillchange form a network of cities to a cultural metropol which is coherent. A cultural metropol in whichculture is playing a significantrole as a social, innovative and economicvaluecreator.

The Metropol Cooperation The Goals • To create a cultural region which – at the same time - is coherent and has a greatexternalimpact. • To createdeeplyembeddedcultural offers and cultural events whichattractculturalconsumers/usersacross the region and from the rest of Europe. • To developstrong social, creative and innovative competences at the children and youngsters in the region. • That the region is characterised by culturalentrepreneurship and commitment.
