Overview – SPED Changes for 2007-08 • Early Childhood Environmental Settings • Ages 3-5 on December 1 • EC01 In early childhood program at least 80% of the time • EC02 In early childhood program 40% to 79% of the time • EC03 In early childhood program less than 40% of the time • EC04 discontinued (use EC07 or EC16) • EC07 Residential Facility-(includes Homebound/Hospital receivingINPATIENT services) • EC16 Related Service Provider-(includes Homebound/Hospital receivingOUTPATIENT services)(NEW) • EC17 Separate Class (NEW) NMPED STARS Data Conference, Oct 2007
Overview – SPED Changes for 2007-08 cont. • NEW EC16 Service Provider Location.Students who received all of their special education and related services from a service provider, and who did not attend an early childhood program or a special education program provided in a separate class, separate school, or residential facility. Includes Homebound/Hospital on an OUTPATIENT basis. Do not include children who also received special education at home. Children who received special education both in a service provider location and at home should be reported in the home category. • NEW EC17 Separate Class.Students who attended a special education program in a class with less than 50% non-disabled children. SPED Changes for 2007-08 cont. • Students Exiting Special Education • Templates used depend on the reasons for exiting special education (See STARS Manual Appendix J – “Guidelines for Submitting EXITING data”) • In all cases a record needs to be submitted in the Special Education Events Template for students exiting who are 14 and older. SPED Changes for 2007-08 cont. • Student Infraction and Student Response (Disciplinary Removals) template • Report any instance in which a student is removed from his/her educational placement for disciplinary purposes, including: • In-school suspension • Out-of-school suspension • Expulsion • Removal by school personnel to an IAES for drug or weapon offenses or serious bodily injury • Removal by school personnel to an IAES – by Hearing Officer NMPED STARS Data Conference, Oct 2007
SPED Changes for 2007-08 cont. • Student Infraction Response Codes (Field #7) • 1 Arrest/referral to justice system • 2 In school suspension • 3 Out of school suspension • 4 Expulsion (no educational services – REGULAR ED ONLY*) • 5 Modified Expulsion (still receiving some educational services) • 6 Sent to alternate setting by school personnel • 7 Sent to alternate setting based on hearing officer determination of likely injury • 8 Other/Unknown * Law requires that the student continues to receive services according to his or her IEP.
