Agenda item: 5 Ref: PAG/02/10/03 Registration - NHS • Initial Registration • Certificates based on the original Notices of Decision issued • Register has been refreshed and will be updated at fortnightly intervals • ‘Tidying up’ through interim variations due to complete end July • Refreshed certificates will then be issued by end July • Monitoring of compliance • Activity taking place in all regions • Of the 22 providers with compliance conditions at initial registration, 4 have had all of them removed with two further trusts in the process of having one or more removed. • 86 improvement letters issued about areas of concern that represent a risk to maintaining compliance
Registration – ASC/IHC • Initiating Registration • 12 of 15 batches opened • This represents 9,862 providers with 20,428 establishments • Issue – about 2,000 providers have not responded to validation step and we have not been able to contact
Registration – ASC/IHC • Applications submitted • 9 batches closed • 97% applications submitted by deadline • Across all batches, 6,546 applications submitted • Issue – high rate of errors in applications leading to reopening and resubmission of forms – running at about 20% re-opened • New in scope providers • 1 application received with 90 now in process – deadline 1 August
Registration – ASC/IHC • Processing applications • 2,083 completed to 30 June • Additional capacity identified and further prioritisation or registration over next 3 months • 16 Notice of Decision have been issued for 5 providers as part of a pilot release and we will begin releasing in volume this week. • Remain on track to have issued all providers with Notices of Decisions by 1 Oct
Registration – ASC/IHC • Publication strategy • Objectives for media launch • Provide the public with clear and accessible information about our decisions to register providers • Explain conditions as they apply to individual providers • Demonstrate the benefits of the new registration system to the public, providers and other key stakeholders • Inform providers about the regulatory model and how information will be published
Registration – ASC/IHC • Tactics for media launch • Publish in batches leading up to 1 October in order to manage the volume of media queries and to prevent unsupportable number of web hits on 1 October • Publish a summary for each provider with conditions. This document will explain to the public what the conditions are and what locations they apply to • Publish “big corporates” separately, with separate press releases for some. • Issue press release/s about services we have refused to register • 1 October launch, with press release about key themes and trends • Features and articles in the trade press targeted at providers
Fees – 10/11 interim scheme Consultation closed on 16 June - good level of response from major stakeholder organisations Generally supportive of our proposals, especially for limited change and holding rates at this year's levels Our response is with Ministers for clearance, expected before summer recess We made a number of changes to the scheme in direct response to feedback We expect to be able to share the final scheme with providers and partners during late July, subject to obtaining Ministerial sign-off The fees scheme will then take effect from 1 October
Fees – Future scheme Turnover based system considered to be the fairest Feasibility study on acquiring turnover information at registration and thereafter being undertaken Modelling on banding underway Contingency options should turnover not be feasible being prepared On track to consult later this year
