  8. …and that is where Federation comes in • Neutral party • Negotiates bi-lateral agreement with each participant, including all the parts: directory, signalling, security, commercials and transport • Absorbs the differences between VSPs • XConnect Global Federation is an example of a successful federation. 400 VSPs around the world sharing traffic without transiting the old network—not paying their arch-enemy to carry their traffic 8
