  3. South Carolina experience SCAET in 16 judicial circuits covering all 46 counties 33 “301” substance abuse agencies 265+ law enforcement agencies with about 200 agencies involved in SCAET Coordinated focus throughout state but with successes, expectations are raised
  4. South Carolina experience AET Coordinator meeting in late Fall 2009 suggestion made about mobilization “Spring 2010 Prom Season” Traditionally challenge time throughout state Regional Press “kickoff” on April 1, 2010, Enforcement & education emphasis – April 2 through April 11, Statewide press event – April 14, 2010 Each circuit at a minimum conduct: a) compliance checks b) educational opportunities & media events in conjunction with townhall meetings
  5. What is a mobilization? High visibility enforcement & education = Strict enforcement coupled with strong media message !
  6. High visibility enforcement & education mobilization Enforcement & public education held in short duration waves, usually lasting 7 to 21 days Increases public perception of enforcement without overly taxing law enforcement resources Meant to gradually increase /decrease “focus problem” (i.e. increase safety belt use, decrease impaired driving crashes, etc.)

South Carolina experience SC had experience with mobilizations NC “invented” Click It or Ticket (safety belt mobilization) but SC spread it statewide during Thanksgiving 2000 Southeastern states held region wide CIOT Spring 2001, later expanded nationwide Added impaired driving mobilization period later Increases in safety belt usage & decrease impaired driving traffic crashes Based on scientific research

  18. “Out of Their Hands” – Lessons Learned Successful on both a local level & state level Provide state level resources such as existing media material Allow local community groups to “fine-tune” efforts Utilize earned media and social networking sites such as Facebook
