Provincial Announcement • Full-day learning program for 4 & 5 year olds starts September 2010 with full implementation by 2016 • Phase 1, September 2010, includes 15-17% of provincial kindergarten (JK/SK) enrolment • 4940 spaces (190 classes) will be offered in the TDSB in September 2010 • In September 2011, an additional 82 classes will be included • Kindergarten program continues to be optional
The Early Learning Program (ELP) Program Model • ELP is offered on school days during the regular school year. • Staffing model of 1 certified teacher and 1 Early Childhood Educator (ECE) (registered in the college) working together to deliver the program during the instructional day • System average class size of 26 students: average ratio of 13:1
The Early Learning Program (ELP) Program Model (continued) • Ministry of Education intends to review the Kindergarten Program (2006) and the Early Learning for Every Child Today (ELECT) and release an updated document for use in ELP schools in spring 2010. • Planning and consultation with Best Start Networks, municipalities and coterminous boards is part of the Ministry process
Criteria for School Selection • Phase 1 Guidelines: • Space availability with no renovation requirements • Schools will be open over next 5 years • A portion to be in schools serving low income neighbourhoods • Minimal impact on existing child care programs serving 4 and 5 year olds
