  2. CDBG Program Basics • Created by the Housing and Community Development Act (HCDA) of 1974, as amended. • Congress appropriates funds annually • States and “entitlement cities and counties” receive their portion of the appropriations through annual allocations determined by statutory formula

STATE OF XYZ CDBG PROGRAM Overview Of State Program • Annual Allocation Info • Name of Department • Where it is within the state government organization, how many offices and where • How many staff • How they are organized and available to help Units of Local Governments (UGLGs) and grant administrators • Etc.
