JMC role • As defined by Rules of Procedure, JMC should: • consider and approve the criteria for selecting the operations financed by the cross-border programme and approve any revision of those criteria in accordance with programming needs; • periodically review progress made towards achieving the specific targets of the cross-border programme on the basis of documents submitted by the operating structures of participating beneficiary countries; • examine the results of implementation, particularly achievement of the targets set for each priority axes, the related measures and their specific targets;
JMC role • examine the results of the ex ante, interim and ex post evaluations in accordance with Article 57, (4) and Article 141 of the IPA Implementing Regulation; • examine the annual and final reports on implementation referred to in Article 144 prior to their submission to the Commission and the respective national IPA coordinators; • may propose any revision or examination of the cross–border programme likely to make possible the attainment of the objectives referred to in Article 86(2) of the IPA Implementing Regulation or to improve its management, including its financial management;
JMC role • consider and approve any proposal to amend the content of the cross-border programme; • be responsible for selecting operations, but may delegate this function to a steering committee. The composition of the steering committee may be endorsed, where relevant, by the Commission; • the JMC shall monitor the implementation of the proposals, made in accordance with the previous paragraph.
JMC role • JMC will be supported by JTS (JTS Manual of Procedures for JTSs in IPA Component IIb Cross-Border Programmes) • The Chairperson shall be appointed by the institution responsible for the Operating Structure and will, in principle, be the Head of the Operating Structure. • The Chairperson shall be an appointed member of the JMC.
JMC role in Calls for Proposal • Approve drafted Calls for Proposals along with all related documentation • Approve proposedthe composition of the evaluation committee • Approve drafted conclusions of the evaluation committee and the final evaluation report • JMC will also: • Approve drafted Annual and Final Implementation Reports • Be informed on Evaluation reports • Instruct JTS to draft programme documentation or amendments • Approve drafted Communication Action Plan • Approve strategic projects
