10. According to UNESCO, By the beginning of the 21st century only 2% of world’s children with special educational needs (200 million) were provided the necessary support SOCIAL AND CULTURAL DEVELOPMENT OF CHILDREN WITH SPECIAL EDUCATIONAL NEEDS

11. New World Man is a person characterized by social and cultural diversity, plurality of types where a great deal of attention is devoted to children with special educational needs. It is very important to provide normal conditions for successful studying for children with special educational needs. It will promote cultural immersion and development of children as members of society and culture.

12. Poly-artistic environment is integrated into educational space and is based on the usage of different types of art. It creates the necessary conditions for cultural immersion of children with mental development problems and promotes cultural self-realization of children with special education needs.
