Student Drug Testing Policy 5530.01

1. Student Drug Testing Policy 5530.01 Effective July 1, 2016

2. Who is being tested? • Students participating in interscholastic extra-curricular or co-curricular activities • Students that drive and park on school property • Students that Opt-In with parental/guardian permission

3. Purpose and Intent • Purposes: 1. To educate students of the serious physical, mental and emotional harm caused by illegal drug use. 2. To ensure that students adhere to a training program that bars the intake of illegal and performance-enhancing drugs. 3. To assure the safe operation of student-driven vehicles on campus. 4. To offer students practices, competition and school activities free of the effects of illegal and performance-enhancing drug use.

4. Purpose and Intent • Purposes: 5.To alert students with possible substance abuse problems of the potential harms that drug use poses for their physical, mental and emotional well-being and offer them the privilege of competition as an incentive to stop using such. 6.To prevent injury, illness, and harm for students that may arise as a result from illegal and performance-enhancing drug use. 7.To undermine the effects of peer pressure by providing an additional legitimate reason for students to refuse to use illegal drugs.

5. When can a student be tested? • Students will be randomly selected – equal probability of selection • Reasonable suspicion – based on appearance, speech, or behavior and/or information of illegal or performance-enhancing drug use

6. What drugs are we testing for? • Alcohol • Marijuana • Amphetamines • Methamphetamines • Cocaine • Opiates

7. Type of Testing • Urine drug screening will be used for testing. • Specimens collected in private restrooms at each school • Students will have privacy. An employee of drug testing company and an employee of the school will be present outside of the restroom.

8. Confidentiality • Positive tests for activity students will result in the designee at the central office, the principal, the head coach, and the parent or custodial guardian being notified . • Positive tests for driving students will result in the student, the principal and the parent or custodial guardian being notified. • Positive tests for Opt-In Participants will result in the student and the parent or custodial guardian being notified.

9. Consequences • Activity Students 1st Offense: In order to continue in the activity, the parent/guardian must, within five school days, show proof that the student has received drug counseling from a qualified drug treatment program or counseling entity. The student will be tested three (3)more times within the next calendar year. 2nd Offense: Suspension from activities for fourteen (14) calendar days and successful completion of a board approved substance abuse education/counseling program. The student will be randomly tested monthly for the remainder of the school year.

10. Consequences • Activity Students 3rd Offense and each offense thereafter: Complete suspension from participation in all extra-curricular activities including all meetings, practices, performances, and competition for one (1) calendar year. Self-referral: A student who self-refers will be allowed to continue in the activity but will be considered to have committed his/her first offense.

11. Consequences (continued) • Driving Students 1st Offense: Driving privileges are immediately suspended until the parent or guardian submits proof that the student has received drug counseling. Three additional screenings will occur within the next calendar year. 2nd Offense: Revocation of driving/parking privileges for 90 school days. Student has to provide a negative test to drive after the 90 day suspension and the student will be tested three additional times over the next calendar year.

12. Reporting of Results • Negatives – immediately • Positives – immediately – results will be sent to lab for analysis

13. Refusal to Submit to Drug Test • Shall not be eligible to participate in any activities covered under this policy including all meetings, practices, performances, and competitions or drive and park on school property for one (1) calendar year. • Student shall not be considered for any interscholastic activity honors or rewards given by the school.

15. Procedure • Attend orientation or view power point presentation • Print out quiz and complete during orientation or powerpoint presentation • Must have consent form signed • Consent form is turned in when you apply for a parking pass or when you show up for practice • Name goes into random pool • Drug Testing Program begins with testing
