MyWorld on-line ranking of priorities • A good education • Secure access to food • Clean water • Better health • Equality between women and men
Lessons from Education for All goals • Need goals for equitable access AND learning with SMART targets that are: • clearly defined • measurable – including equity in targets • based on data that can be collected within timeframe. • And goals that hold international community to account for their commitments
Post-2015 processes • Rio+20: Sustainable development goals • UN High Level Panel (Co-chairs: UK, Liberia, Indonesia) • UN Interagency Task Team (UNDP/DESA) • WorldWeWant on-line consultation (education 1 / 11)
Post-2015 education processes • UNESCO-UNICEF regional and country consultations • World We Want on-line consultation: • Equitable access to education • Quality of learning • Global citizenship, skills and jobs • Governance and financing of education • Summary for UN General Assembly (Sept 2013) • Global meetings in Dakar (March 2013); Korea (2015) • Global Education First Initiative
Choices for post-2015 education agenda • Education for All +/- • Rethinking EFA goals to new education framework • Focus on one overarching global goal linked with national targets and processes
National consultations • Albania, Jordan, Vietnam and Zambia: MDG focus on primary education is not enough • Call for framework that gives young people the skills they need for life and work
Outcomes of on-line consultation on equitable access • Problems for equitable access: • Discrimination as a result of poverty • Hidden costs of free education • Links between adolescents’ sexual rights and education • Pervasive gender stereotypes and traditional gender roles • Children and youth with disabilities • Conflicts, natural disasters and displacement • New challenges for social cohesion due to increased migration • Completion of education, learning once in school, and transition to secondary school remain as much an issue as initial enrolment
Proposals for goals post-2015 from on-line consultation • Addressing equity in the language of the new goals • Adopting human-rights based approach • Linking equitable access and learning
Examples from proposals for goals Global Campaign for Education • By 2030, all children and youth are receiving a quality pre-primary, primary, and lower secondary education Basic Education Coalition • By 2030, all children and youth should complete primary and lower secondary education which enables them to meet measurable learning standards and acquire relevant skills so they may become responsible, productive members of society Save the Children • By 2030 we will ensure all children receive a good-quality education and have good learning outcomes
