Hurricane Katrina • Biloxi neighborhoods completely destroyed by winds and water surge
Hurricane Katrina • Highway 90 Bridgefrom Biloxi to Ocean Springs lies in a twisted mass as a result of catastrophic wind and storm surge from Hurricane Katrina. Road closure became problematic in recovery efforts
Governor Haley Barbour: • HAVE A PLAN: In a huge disaster you won’t be able to use it, but you will have thought about things. You’ll know how to communicate • Think about how to do things without power and without communications, because you won’t have them. “I was no different than a Civil War general who could send a horseback rider to give dispatches & gain intelligence, only I sent helicopters” • You will make bad decisions. . . But make decisions. Move forward • Recovery cannot happen until the lights come back on: no phones, no cell phones, no nothing. Gov. Jeb Bush called Gov. Barbour because Florida had just had Katrina. His advice to Governor Barbour was “Get the lights back on. Without power NOTHING HAPPENS!! NOTHING!” These guys emphasized this so strongly to us.
Governor Haley Barbour: • Nothing works without power. Groceries, gas pumps, sewer • The Locals were awesome. Let them do all they can. Stay out of their way. Supplement what they can’t do • Priorities: • Get people to come home • Open the schools • Open big employers-get people back to work; start the money flowing again • Mississippi purchased a $200MM satellite communications system-battery powered • Corporate citizens were wonderful. Chevron rebuilt forty child care facilities on the coast
Irwin Edenzon, V.P. Northrup Grumman • Have a Plan • Memo’s are pre-written • Assignments have been made in the plan • Role play/practice. This is not done in most places, but needs to be done. He even practiced using his sat phone • Put an expert in charge, probably not you • Priorities • Protect the people • Protect the asset • Get up and running

THIS IS KEY • Establish relationships before hand • Have emergency supplies • Have an evacuation plan – also one for the first responders and families • Emergency response has to be a “core competency” not just a fringe duty. IT IS A COST OF DOING BUSINESS
Big Takeaways: • Strong relationships • Delegate authority as close to disaster as possible. FEMA’s not in charge! • Don’t let anything or anybody stand in the way of results. Cut through red tape • Over-communicate- clearly and regularly. People are starved for communications. Practice communications • Have levels for communications to fall back to: Radio, Landline, Cell, Nextel, Satellite phone
