Technical Session VI: Pulp and Paper May 12, 2005Vincent Swinkels (KPMG)swinkels.vincent@kpmg.nl EU-MRG Stakeholder Day
Overview • 4 questionnaires received, solely from industry associations • Comments and suggestions on cross-cutting as well as technical issues, specifically on process emissions and biomass EU-MRG Stakeholder Day
Comments – General • Current inflexible provisions lead to low cost-efficiency • Improvements could be achieved by • Reduced number of necessary analyses • Clear batch definition • EN ISO 17025: Use of other measures for quality assurance and procedural integrity, e.g. ISO 14001 • Allowing exclusion of minor emissions, e.g. if below uncertainty range EU-MRG Stakeholder Day
Comments - Biomass • Exclude requirement of net calorific value determination for pure biomass • Include sludges and crude tall oil from pulp and paper industry in biomass list EU-MRG Stakeholder Day
Comments – Process Emissions • Include option to subtract carbon leaving the caustizing area as calcium carbonate waste • Exclude process emissions as minor source EU-MRG Stakeholder Day
Stakeholder Presentation EU-MRG Stakeholder Day
Discussion • Batch definition for determination of emission/oxidation/conversion factors/NCV • Exclusion of “minor emissions” • Simplified provisions for biomass EU-MRG Stakeholder Day
