Most factories did not spend money to provide extra light or safety measures. Many poor/working class families could only afford to live in tenements in the city. Tenements were cheap, multifamily housing, type apartments. Eight people to a room. Child Labor Many children were forced to work because they had to help provide money for their families. This could be very dangerous as well.
