Transportation System Preservation Research, Development, and Implementation Roadmap
Motivations for the Roadmap • Preservation research identified as a need during program appraisals • Individual projects have been sought in the past • No coordinated approach to address preservation research needs • Other Roadmaps: HMA, PCC, now PMS
Roadmap Development Process • Technical Panel • Pavements and Bridges • White Paper Development and Review • 3 Workshops • 2 Pavements • 1 Bridge • 6 Teams
Pavements Whitepapers/ Breakouts • Asset Management • Design • Materials • Construction • Contracting Methods • Performance
Bridge Whitepapers/ Breakouts • Asset Management • Decks and Joints • Superstructure • Substructure • Selection of Preservation Actions • Performance
Development Process (continued) • Research Needs Statements • Background • Scope • Tasks • Estimated Time and Cost • Implementations • Balloting and Ranking • Overall Joint Roadmap Publication: January 2008
Results • Pavements – 38 statements • Bridge – 25 statements • Estimated Cost > $40M
Next Steps/ Implementation** from 2009 ** • Short-and long-term research needs for pavement preservation and bridge preservation • Presented for AASHTO Subcommittee on Maintenance • Develop tracking mechanism on TSP2
Outline of Discussion: • Briefing on the Existing Roadmap • Motivations for Development • Development Process • Results • Discussion of Research & Tracking • Discussion of Roadmap Update Needs

Bottom Lines: • Lots of Research Activities in Preservation! • Most are Initiated to fulfill specific client needs. • The Roadmap is a Planned Set of Research Ideas to Fulfill the Overall Agency and Industry Needs, and Advance Preservation as a Whole. Discussion Questions: • What research do we need to track? • Who will do the tracking, and HOW?
Outline of Discussion: • Briefing on the Existing Roadmap • Motivations for Development • Development Process • Results • Discussion of Research & Tracking • Discussion of Roadmap Update Needs
Do We Need to Update the Preservation Roadmap? Has there been a change in focus within the preservation community that is different than the climate in which the Roadmap was developed? Energy Use / GHG Emissions / Sustainability? Budget Constraints Driving Preservation Decisions More? Increasing Focus on Performance Measures? Sufficient Progress in Tackling Problem Statements to Warrant a Review and Update Process? • HMA Roadmap is revisited by FHWA and NAPA every couple of years: • Goal: “Keep the Preservation Roadmap a Living Document” ???
Preservation and Asset Management won’t bring short-term glory, but they will bring long-term satisfaction!
