Africa’s preparations for Rio+20 Africa regional preparations were spearheaded by ECA jointly with the AUC and AfDB, in partnership with RECs, UNEP, and UNDP Objectives: • Support African countries to collectively articulate their concerns and priorities at the Conference • Ensure these priorities are adequately reflected in the Conference outcomes • Strengthen regional consultative mechanism to support implementation of Conference outcomes Africa Consensus Statement / Common Position to Rio+20 posted on Website:http://www.uneca.org/rio20

Follow up to Rio+20 in Africa • Africa-RIM for CSD-20 (19 to 21 November) will focus on follow up to Rio+20 outcome • Invited participants include stakeholders from all dimensions of SD, major groups, regional and sub-regional organizations • Analysis by ECA of the implications of the Rio+20 outcomes for Africa will feed to the RIM • The Report responds to Rio+20 related mandates

Focus of Africa-RIM • The RIM will focus on issues tabled for CSD-20: • High Level Political Forum on Sustainable Development • Sustainable Development Goals • Means of implementation • Third International Conference on SIDS • A Programme on measures to complement Gross Domestic Product • Green Economy (Inclusive Green Growth) • Thematic areas and cross-sectoral issues • Africa-RIM Outcome Document will feed into the CSD-20 and GA Processes on Rio+20  And chart the way forward for the region

Proposed role of ECA… • On the High Level Political Forum: • Lead regional consultative process, with AUC and AfDB • Follow a principle of subsidiarity – RCs and RIMs • Promot a balanced integration of sustainable development dimensions • On Sustainable Development Goals • Build on the Post-2015 Development Agenda consultations in Africa, spearhead by ECA jointly with AUC, AfDB, and UNDP • Promote the convergence of the two processes – efficiency, effectiveness • Sustainable Development Report on Africa as regional chapter of the proposed Global Sustainable Development Report

  7. …Proposed role of ECA • On Green Economy • Adopt a step-wise approach – inclusive green growth • Case studies, good practices lessons learnt to inform policy choices • Fifth Sustainable Development Report on Africa focuses on “achieving sustainable development through inclusive green growth” • On Third Conference on SIDS • ECA to support African SIDS to effectively prepare for the conference • On Programme of work on measures to complement GDP • Statistical Commission for Africa to provide platform to discuss and inform Africa’s position – 2014 next session • ECA with regional partners to provide required support (effective engagement in global process)

  8. …Proposed role of ECA… • On Means of Implementation • Finance: ECA, with AUC and AfDB, to carry out a comprehensive assessment of the financing requirements and provide a platform for broad-based consultations • Technology: ECA and partners to assess mechanisms for technology transfer to the region • Capacity development: ECA and partners to support the revision of the AU-NEPAD Capacity Development Strategic Framework, informed by regional priorities and Rio+20 • On Voluntary commitments • Serve as a broker between UNDESA, committing organisations, and African member States • Advocate for inclusions of countries not yet targeted • Promote platforms to share experiences and foster knowledge

  9. …Proposed role of ECA • On Thematic and Cross-sectoral Issues • Implementing the Rio+20 outcomes within the framework of existing regional, subregional and national frameworks • Using AU initiatives and programmes such as NEPAD as key entry points • Ensuring coordinated and effective support to Africa by RCM-Africa, in implementing the outcomes of Rio+20

The Africa Regional Coordination Mechanism • RCM-Africa to provide platform to coordinate UN support for the implementation of Rio+20 outcomes in Africa • Inter-cluster meeting (Sept. 2012) recommended integration of Rio+20 outcomes in the business plans of the RCM-Africa clusters • 13th session of RCM-Africa – 14-15 November 2012  to discuss inter alia, Rio+20 outcomes and integration modalities

Next steps • Outcomes of RIM – Africa’s input to CSD-20 and relevant GA processes • ECA wide consultation – integrating outcomes of Rio+20 into ECA’s strategic framework and programme of work • Decision on RIM outcomes at next AU Summit – January 2013 • Further guidance from the Sixth Joint Meetings of the Joint AUC/ECA Conference of Ministers of Finance, Planning and Economic Development (March 2013)
