The Names Al-Qaadir, Al-Qadeer, Al-Muqtadir are nouns for the word Qadara, Yaqdiru, Qadran قَدَرَ, يَقْدِر, يَقْدُر, قَدْراً, قَدَرَاً Which have the following derivation and meaning:
The word Qadara, Yaqdur, Yaqdirmeans to be able, or have the power over قَدَرَ , يَقْدِرُ , يَقْدُرُ The noun is Maqdirah, Qudrah مَقْدِرَة , قُدْرَة Ability, Power
The word Qadrmeans: Estimation, value, worth, status or degree قَدَرَ , قَدَرْ E.g. Allah says in Surat al-Hajj (22:74): ومَا قَدَرُواْ ٱللَّهَ حَقَّ قَدۡرِهِۗ “They have not estimated Allâh His Rightful Estimate;” i.e. They did not magnify Allah His due Magnification
The word Qadr and Qadar also mean Decree and pre-ordainment i.e. What Allah decrees or judges with. قَدَرَ , قَدَرْ E.g. Allah says in Surat al-Qadr (97:1): إنا أنزلناه في ليلة القدر “Indeed, we sent it [i.e. the Quran] down during the Night of Decree.”
Qaddara, Yuqaddir, Taqdeer which means To determine or to estimate or to measure something with something. قَدَّرَ, يُقَدِّر, تَقْدِير E.g. Allah says in Surat al-Fussilat (41:10): وَبَـٰرَكَ فِيہَا وَقَدَّرَ فِيہَآ أَقۡوَٲتَہَا فِىٓ أَرۡبَعَةِ أَيَّامٍ۬ “…and He blessed it, and measured therein its sustenance (for its dwellers)…” E.g. Allah says in Surat al-Muzammil (73:20): وَٱللَّهُ يُقَدِّرُ ٱلَّيۡلَ وَٱلنَّہَارَۚ “…And Allâh measures the night and the day...” Also has the meaning of decree.
The word QadaraAlaihi ash-Shaiy to restrict or to constrict upon him the thing. قَدَرَعليه الشيء E.g. Allah says in Surat al-Fajr (89:16) وَأَمَّآ إِذَا مَا ٱبۡتَلَٮٰهُ فَقَدَرَ عَلَيۡهِ رِزۡقَهُ ۥ فَيَقُولُ رَبِّىٓ أَهَـٰنَنِ But when He tries him, by straitening his means of life, he says: "My Lord has humiliated me!" E.g. Allah says in Surat Al-Isra (17:30) إِنَّ رَبَّكَ يَبۡسُطُ ٱلرِّزۡقَ لِمَن يَشَآءُ وَيَقۡدِرُۚ Truly, your Lord enlarges the provision for whom He wills and straitens (for whom He wills). Verily, He is Ever All-Knower, All-Seer of His slaves

In Surat al-Anbiya’ (21:87) وَذَا ٱلنُّونِ إِذ ذَّهَبَ مُغَـٰضِبً۬ا فَظَنَّ أَن لَّن نَّقۡدِرَ عَلَيۡهِ فَنَادَىٰ فِى ٱلظُّلُمَـٰتِ أَن لَّآ إِلَـٰهَ إِلَّآ أَنتَ سُبۡحَـٰنَكَ إِنِّى ڪُنتُ مِنَ ٱلظَّـٰلِمِينَ And (remember) Dhun-Nûn (Jonah), when he went off in anger, and imagined that We shall not punish him (i.e. the calamites which had befallen him)! But he cried through the darkness (saying): Lâilâhailla Anta [none has the right to be worshipped but You (O Allâh)], Glorified (and Exalted) are You [above all that (evil) they associate with You]. Truly, I have been of the wrong-doers."
