  2. Agenda • Current status • Updated plan for: • “Manuals” • Approach for review

  3. Current Status of Plan • The review of SMD Manuals with NEPOOL delayed pending clarification of FERC RTO Order and mediation process, internal development and review. • Overall plans for development and review for SMD Market Rules essentially unchanged at this point, but could be revisited. Current plan: • Develop and file “1X” (done, but must be re-evaluated); • Develop and file “2X” (SMD version of Market Rule 17 plus other monitoring and enforcement related rules)- Start in January 2002 • Revise “1X” (as needed)

  4. Status of Draft Manuals & Rules • Drafts represent our current best understanding of: • PJM/SMD Market Rules and Operations; • the market and operations software functionality. • New information and/or knowledge to be reflected as practical.

  5. Updated Plan For Manuals • Presentation and review plan for the remainder of 2001 and early 2002 will focus on the following “Group 1” Manuals: • M-11 (Scheduling Operations) • M-28 (Accounting/Settlements) • M-06 (FTR/ARR) • Note M-12 (Dispatching Operations) moved to “Group 2” • Development of “Group 2” will be addressed under RTO, or as needed • NEPOOL Operating Procedures will remain intact for as long as needed, and updated as necessary

  6. Updated Plan for Manuals (cont’d) • The following additional Group 1 Manuals developed under SMD project will be posted for NEPOOL review and comment. However, no formal presentation at MC. These are: • M-27 (Tariff Accounting) • M-29 (Billing) • M-33 (Admin Services) • M-35 (Terminology) • NOPs revised for SMD will be presented to NEPOOL for review in 2002

  7. The Approach • Review for the SMD Manuals and Market Rules has been adjusted to account for delays. • Manuals review will now begin at the November 19-20 MC meeting. • Review planned through the remainder of 2001 and early 2002. • Will do a high-level overview presentation of manual contents first, followed by detailed technical sessions, as needed.
