Legal framework • Regulation (EC) No 1082/2006 of the European Parliament and of the Council of 5 July 2006 on a European Grouping of Territorial Cooperation (EGTC) • Regulation (EU) No 1302/2013of the EuropeanParliamentand of the Council of 17 December 2013amending Regulation (EC) No 1082/2006 on a European grouping of territorial cooperation (EGTC) as regards the clarification, simplification and improvement of the establishment and functioning of such groupings • Act No 90/2008 Coll. on a European Grouping of Territorial Cooperation (EGTC) and on the amendment of Act No 540/2001 Coll. on state statistics, as amended

EGTC and the Slovak Republic The EGTCs established in the Slovak Republic 1. EGTC KRAS - BODVA ltd. - 2009 Members: local authorities (municipalities) 2. EGTC Pons Danubii ltd. - 2010 Members: local authorities (cities) 3. EGTC Spoločný región ltd. - 2012 Members: bodies governed by public law 4. EGTC VIA CARPATIA ltd. - 2013 Members: regional authorities (self-governing region)
Findings of the Slovak Republic • insufficient identification of objectives and tasks of the EGTC • different legal status of the EGTC • established EGTCs created on small territories • lack of overview in available legal framework • insufficient funding of established EGTC • inaction of some established EGTC
EU Cohesion Policy in the 2014 - 2020 period brings new opportunities and challenges: • new legislation - new categories of entities - members from third countries or overseas countries or territories (OCTs) - simplification of establishment process • EGTC´s new role - ETC programme/ project - in Joint Action Plans - Integrated Territorial Investment
