Our Service charterWe commit ourselves to:-1) Vet and communicate back to submitting architect on non-compliant application within one (1) day2) Approve all development applications that meet the statutory and NCC by-laws requirements within fourteen (14) days of submission3) Undertake statutory inspection of approved development (construction) project within 48 hours of written request4) Issue Occupation Certificate within two (2) days after the final statutory inspection for satisfactorily implemented (completed) projects5) Serve Enforcement Notices and undertake any other enforcement action within the provisions of the Law for identified non-compliant development projects and charge the offenders in Court6) Ensure that only authorised officers inspect development projects and identify them (themselves) accordingly7) Collaborate with other Government institutions for effective and efficient service delivery
APPLICATIONSCHECKLIST (REQUIREMENTS) SUBDIVISION, AMALGAMATION & SUBDIVISION AMENDMENTS • Online application form (PPA 1 Form) by a Registered Planner (Registration Number to be included). • Comprehensive Scheme Plan (Include submitting Registered Planner and Client/Owner) • Comprehensive Location Plan • Copy of ownership documents (Certificate of tittle/lease, or Share Certificate accompanied with a sworn affidavit or authenticated NCCG allotment letter) • Copy of Survey Plan/RIM/Beacon certificate • Land Board Consent Letter (where applicable) • Advertisement of Proposal in widely circulated Newspapers (where applicable). • Evidence of public Participation with neighborhood residents associations (where applicable). • Clearance from Government departments/ agencies where applicable( e.g WRA, NEMA, KURA, etc.)
CHANGE OF USE/EXTENSION OF USE • Online application (PPA 1 Form) - Registration Number to be included • Planning Brief for the proposed development by a Registered Physical Planner • Copy of ownership documents (Certificate of tittle/lease, Share Certificate accompanied with a sworn affidavit, authenticated NCCG allotment letter • Comprehensive location plan • Survey plan/RIM • Civic design/master plan for large projects especially for five (5) and above • Advertisement of proposal (at least two widely circulated local dailies (min. 8 cm x 1 cm) • On site notice board • Evidence of public participation with neighborhood residents associations (where applicable). • Copy of the previous approval in case of a renewal. • Clearance from Government departments/ agencies where applicable
OUTDOOR ADVERTISEMENTS (Billboards, Wall Wraps & Sky Sign) • PPA 1 application form in triplicate by a Registered Planner (Registration Number to be included). • Planning Brief/Report to justify the proposed development (by a Registered Planner) • Ownership documents and agreement with the landlord/Lessor • Comprehensive location plan and pictorial/sketch illustrations of the proposed structure. • Survey plan • Evidence of Land Rates payment • Copy of the previous approval in case of a renewal. • Clearance from Government departments/ agencies where applicable
RENEWAL/EXTENSION OF LAND LEASE REQUIREMENTS • Online application form (PPA 1 Form) by a Registered Planner (Registration Number to be included). • Planning Brief for the proposed development by a Registered Planner. • Ownership documents. • Comprehensive location plan • Survey plan
BUILDING PLANS (ARCHITECTURAL& STRUCTURAL DESIGNS) • Online Application Forms duly filled by the submitting Architect • Current Architect/Engineer‘s Practicing License. • Copy of Land ownership document • Survey Plan • Comprehensive Location Plan, Site plan, Floor Plans, Elevations, & Sectional details • Copy of change/extension of user (where applicable ) • Disclaimer/ Indemnity Form dully filled by the architect/structural engineer • Letters and Reports as to workmanship from both the architect and engineer in case of renewal/regularization applications. • Traffic management / NEMA (EIA) study reports (where applicable) • Clear indication of setbacks and road widening as per the NCCG structure plan. • Clearance from other Government Agencies -NEMA, KENHA, KURA, NWSC or any other Government Department/Agency (where applicable) • Submission fees’ payment
OCCUPATION CERTIFICATE • Duly signed application Form (Free) • Duly signed Statistical Form (Duplicate) • Copy of plumber’s Certificate • Copy of current practising certificate (architect) • Copy of current practising certificate (engineer) • Letter of supervision by both architect & engineer • Cube test results • Photos of the completed building (external and some internal rooms) • Duly signed indemnity forms • Evidence of official payment for the occupation certificate
Other Procedural Matters • Securing water or Sewer connection from Nairobi Water and Sewerage Company can be done parallel to approval process i.e. One does not have to wait for approvals to get the services • NCC has come up with a process of approving small size projects (single dwelling units, boundary walls and residential flats up to than 4 levels (which constitute about 70% of the applications) within 7 days (every week) • It is mandatory under the Building By-Laws and the Physical Planning Act for statutory inspections (by NCC technical officers) during construction and after satisfactory completion of the project before occupation of the building structure • Land Rates payment will be confirmed internally
