Demographics and Demand • 7th most deprived of the 34 counties in England • Highest levels of deprivation of all the counties in the South East • Hastings the most deprived local authority area in the region • Highest percentage of very elderly residents of any county in England • Majority of E.Sussex businesses located in rural areas • Result – lower take up of broadband (recognised in the digital inclusion agenda) • Less attractive to providers?
Local actions & activities • Communities and business groups canvassing and doing surveys to assess demand • Making bids to SEEDA for grant (RDP funds) • Making direct approaches to telecoms provides to determine feasibility of further investment
ESCC actions • What is happening in the outside world • Tracking changes in regulation e.g. recent Ofcom ruling on BT to provide access to fibre and ducts/wires. • Responding to Central Gov. initiatives e.g. making a bid to BDUK for high speed pilot • Technology develpments • Working on bid to Regional Growth Fund for superfast BB • Engaging with providers • E.g. Data centre construction in Eastbourne: how infrastructure can be leveraged to wider community • Engaging with Partners • Discussions with districts and boroughs on how to deliver superfast BB. Mainly involving demand stimulation and aggregation. Use of previous and current approaches.
ESCC actions cont. • Supporting local groups • Involvement with making funding applications & invitations to quote for new infrastructure • Collecting and providing information: • what providers exist • what infrastructure changes are occurring e.g. new roads (ability to include ducting?) • survey data and methods • current service provision across the county
