SafeStreets Violent crime in Kansas City is unacceptably high. • Murders happen for no apparent reason. • People are afraid to walk the streets, go to parks and enjoy day-to-day activities. • We must take back our streets from the criminals and give them back to the law abiding citizens. • Murder Clubs need to be abolished.
SafeStreets Mission Promote the security of citizens in public places. • Our goal is to implement a program to establish a “Safe Streets, Safe City” agenda that radically reduces the amount of violent crime on Kansas City streets. Make neighborhoods: • Safer • Cleaner • A place people want to call home
SafeStreets Violent crime analysis identifies mission-critical concerns Status quo will not work. Attitude Performance Systems Accountability Kansas City is not safe when compared to other cities. Too many criminals are free. Who is responsible?
SafeStreets Attitudes towards violent crime need to change • Interviews with pubic officials suggest that complacency and disassociation have become the norm: • “It is just bad guys killing bad guys.” • “The homicide rate has always been around a hundred.” • “Murders are normal for that area.” • “It is what it is.” • “I have nothing to do with that department.” (Police)
SafeStreets Complacency Must Stop
SafeStreets Performance declines • Kansas City’s homicide rate was fifth in the nation last year. • Progress against violent crime stagnates. • The number of violent crimes solved has deteriorated to a ten-year low. • The public’s overall satisfaction with safety has dropped to a five-year low.
SafeStreets Poor performance Kansas City’s homicide rate is almost five time higher than the national average.
SafeStreets Our goal is to implement a “Safe Streets, Safe City” agenda Focus on quality-of-life crimes Target resources Set goals Encourage Citizens Remove criminals
SafeStreets “Take It To Zero” The signature message of a Safe Streets Safe City agenda. • Stop accepting that bad is normal • Crimes have no acceptable levels • All criminals are accountable • Criminals have no excuses
SafeStreets Take It To Zero should be applied to: • Code enforcement • Blighted neighborhoods • Trash • Policing • Quality of life crimes • Disturbances • Warrants Violent crimes • Excuses • There is no excuse for criminal behavior

SafeStreets The Corridor of Death is a cancer eating away at Kansas City and it must be dealt with.
SafeStreets In summery • Change to a Take It ToZero attitude. • Deploy more resources, acquire new technology. • Encourage citizen participation. • Set goals, make leaders accountable.
SafeStreets What we need from the Neighborhood Development and Housing Committee of the City Council • Develop resolutions that support the police department and the Safe Streets, Safe City agenda. • Approve the Police Department’s budget request • Direct Codes Enforcement to a proactive mode. • Integrate city and police enforcement activities that focus on Quality of life crimes. Make our neighborhoods safe and enjoyable again.
