Brief history • Landline E9-1-1 was implemented independently by local jurisdictions • Led to divergent solutions creating interoperability issues • Some PSAPs still have not implemented landline E9-1-1 • Wireless E9-1-1 was implemented by NDACo through a JPA with PSAPs • Deployed consistently statewide • Consistency led to interoperability • Reduced cost / reduced implementation schedule • NG9-1-1 Program following the same management model as the Wireless Program

What is NG9-1-1? • Next Generation 9-1-1 (NG9-1-1) is the transition from our current 9-1-1 system to a digital 9-1-1 system. • Required to provide access to 9-1-1 through emerging communication technology such as video, instant messaging, social media, etc. • Similar to the Internet but different in that it’s private, secureand intended exclusively for emergency communications.

Telecommunications activity • Presentations on NG9-1-1 to the telecommunications provider community • Established some dialog with Local Exchange Carriers (traditional landline providers, VoIP providers, etc.) Planning a pilot. • Ongoing conversations with National Information Solution Cooperative (NISC) • Discussions with Dakota Carrier Network (DCN) about consolidating equipment and other methods of reducing costs

  7. Psap activity • Build and Maintain a strong working relationship with the ND 9-1-1 Association • Visited 21 of 22 PSAPS thus far • Explain the program and impacts • Answer questions • Gather data

  8. State and Local governmentactivity • State • Information Technology Department • Department of Transportation • State Tax Department • North Dakota Department of Emergency Services • Local Government • GIS Departments • Addressing Authorities

  9. Timeline for ng9-1-1 • Full transition to NG9-1-1 will take 5 years at a minimum • An interim text to 9-1-1 service will be widely availablein 2014
