How Did We Get Here? • At COP6- commitment for St.Lucia to become “Sustainable Energy Development Country” by 2008-2012 • March 2000-Development of Sustainable EnergyPlan
The Aims of the Plan • A strategy for the maintenance and growth of the energy sector in Saint Lucia through effective management. • The creation of a policy and regulatory framework that will encourage diversification of the local energy market and promote energy efficiency and conservation.
Goals of Plan • Adequate energy supplies to sustain economic development • Stability and Reliability energy supply • Security of energy supply • Energy Efficiency and Conservation • Investment in Energy • Protection of local and global environments
Today’s Situation • Current Installed capacity of 66.4MW and peak demand of 43MW • Total demand on diesel-powered generators • Transportation is fuelled mainly by gasoline and diesel
Specific Targets • Reduce electricity demand and peak demand by 5% in 2005 and by 15% in 2010 • Deliver 5% of installed capacity in 2005 and 20% in 2010, via renewable energy technologies • Reduce the annual GHG emissions in the electricity sector by 12% in 2005 and 35% in 2010 • Reduce the consumption of gasoline and diesel by the transportation sector by 5% in 2005 and 15% in 2010
Actions to be undertaken • Assessment of Market Potential -assessment of renewable energy resources e.g. wind, biomass, geothermal, solar -analysis of potential for energy efficiency measures
Grid–Tied Renewable Energy Initiatives • 1) Production of an Electricity Generation Mix (Renewable Portfolio Standard) • 2) Adoption of policies that encourage Private Power Developers • 3) Establishment of renewable Energy capacity and awareness-building initiatives • 4) Establishment of Renewable Energy Feasibility fund
Grid-Tied Renewable energy Initiatives • Development of policies to support auto-generation and co-generation • Establishment of comprehensive renewable energy regulations
Independent Solar Energy initiatives • Creation of national solar water heating initiative • Encourage the use of solar photovoltaic systems
Energy efficiency Initiatives • Conduct a comprehensive energy end use analysis • Establishment of a comprehensive energy efficiency capacity-building initiative • Establishment of energy Service Companies • Development of a National Demand-side Management initiative
Energy Efficiency Initiatives • Support for establishment and participation in the Caribbean Energy Efficiency Development Project • Establishment of guidelines for Energy efficient practices in all Government buildings.
Transportation sector • Demonstration fleet of alternative fuelled vehicles -electric, biofuel, CNG, hybrid • Establishment of regulations requiring or providing incentives for the purchase of higher efficiency vehicles.
Transportation Sector • Improvements in the Public Transportation fleet through education and awareness on energy efficiency
