  2. Overview • The 2011 Priority Projects primarily consist of candidate project phases for FY 2012/13 through 2016/17. Types of projects include: • Road Priorities • Congestion Management • Transit • Transportation Regional Incentive Program (TRIP) • Transportation Enhancement • Multi-Use Trail Draft 2011 Priority Transportation Projects

  3. Overview • Typically the TPO approves priority transportation projects in August. • The accelerated deadline is a result of the Florida Legislature convening in January 2012, approximately two months earlier. Draft 2011 Priority Transportation Projects

Candidate Highway Projects • While the focus of the TPO priority projects has been the restoration of construction funding for deleted projects, other projects have been unable to advance in the FDOT work program. • This has lead to a lack of construction ready projects that can be programmed in FDOT’s Work Program. • SR 563 Extension is the only unfunded construction ready projects. • It is unlikely that the funding for SR 563 will be restored in the short-term. • There is need to program earlier phases (PD&E and Design) for new projects. • The TPO’s Adopted 2035 Mobility Vision Plan (MVP) is the source for these candidate projects. Transportation Regional Incentive Program (TRIP) and County Incentive Grant Program (CIGP) • FDOT is requesting projects for FY 2016/17. • Must be a “Regional” Project. • Project must have at least a 50% local match. • Projects must be Prioritized and Adopted by a regional entity, e.g., CCC. Crevasse – Lakeland Park Connector • Project will: • Improve the function of 3 state facilities: • Provide a direct connection to 2 regional activity centers – Lakeland Square Mall and Gateway Commons and improve east-west access north of I-4 between US 98. • Provide relief to one of the most congested segments of Interstate 4 in Polk County (15,000 vehicles daily by Year 2030 between US 98 and SR 33/Socrum Loop Road), freeing up capacity for the regional freight movement that occurs on this critical facility of statewide significance. Establishing Regional Priorities • FDOT requires that candidate TRIP and RMUT Projects be prioritized and adopted by a regional entity such as the West Central Florida Chairs Coordinating Committee (CCC). • In order to establish regional priorities, the TPO and Sarasota/Manatee MPO have scheduled a joint meeting that will include members from both MPO/TPO on June 17th @ 11 a.m. • Staff is requesting that the Board appoint up to four (4) members to represent the TPO at this meeting. • The results from this joint meeting will be the basis for our recommendation to the CCC which will meet on July 15th. Candidate Congestion Management Projects • Annually the TPO sets aside $4M for candidate Congestion Management Projects (CMP). • These projects have been defined to include traffic operations and low-cost construction projects intended to ease traffic congestion, as well as safety, transit, bicycle and pedestrian projects. • As part of this year’s priority projects, the TPO is compiling a list of candidate projects that will be considered for funding in FY 2013/14. Multi-Use Trail Projects • Annually the TPO sets aside $1M for candidate Multi-Use Trail Projects. • These projects must be on the State Highway System or Federal Aid Eligible Highway Network (within the right-of-way). • As part of this year’s priority projects, the TPO has compiled a list of candidate projects that will be considered for funding in FY 2013/14. • The TPO’s adopted Transportation Enhancement Evaluation Criteria and Scoring Legend was used to score and rank these projects. Regional Multi-Use Trail Projects • FDOT1 allocates a portion of its transportation enhancement funds for Regional Multi-Use Trail Projects. • Project must be part of the TPO’s LRTP and be prioritized by a regional entity such as the West Central Florida Chairs Coordinating Committee (CCC). • Funding is available in FY 2016/17 for candidate projects. • The TPO’s adopted Transportation Enhancement Evaluation Criteria and Scoring Legend was be used to score and rank these projects. Transit Projects • Include candidate transit capital and operating assistance for the Lakeland Area Mass Transit District (LAMTD) and Winter Haven Area Transit (WHAT). • The 2008 – 2017 Consolidated Transit Development Plan (TDP) is the source for these projects. • TPO is asked to endorse these public transportation projects. Committee Recommendation • The Citizens and Technical Advisory Committees have recommended that the Board approve the Draft 2011 Priority Transportation Projects. • Request the West Central Florida Chairs’ Coordinating Committee (CCC) to add Lakeland’s Crevasse/Lakeland Park Connector to the Regional Road Network. • Staff is also requesting that the Board appoint up to four (4) members to represent the TPO at a joint meeting of the Polk TPO and Sarasota/Manatee MPO to establish TRIP and RMUT priorities for consideration by the CCC.
