RATIONALE AND OBJECTIVES OF THE ACTION PLAN • To promote and detail the policy priorities of GOSS; • To deliver a “Peace Dividend” to the people of Southern Sudan; • To create an enabling framework for good governance; • To provide a focus on ‘outcomes’ and ‘achievements’; • To provide a tool for monitoring performance; and • To create oversight of donor funding and the implementation of donor-funded activities
200 Days Action Plan: Distribution of Major Activities • Total Activities about 555 • Rehabilitation or construction of infrastructure: 96 activities (18% of total activities) • Service delivery improvements: 41 activities (7.5% of total) • Policy articulation or institutional strengthening: 243 activities (43%) • Procurement of equipment and vehicles: 74 activities (13.5%) • Training: 101 activities (18%)
Rehabilitation of Infrastructure • Repairs to the trunk road network to open up communication and trade between the State Capitals and between Southern Sudan and our southerly neighbours. • Major rehabilitation works in Juba and other State Capitals to repair and extend public and government infrastructure and essential services.
Rebuilding the Economy • Establishing the policy and regulatory foundations for agriculture, animal production, industry and commerce. • Consolidating security throughout Southern Sudan in order to attract foreign private investment.
Maintaining Peace and Security • Extending and maintaining peace and security throughout Southern Sudan through integrating militias into the SPLA, controlling firearms, and the disciplined action of the SPLA • Creating the basis and framework for a modern professional army and beginning implementation.
Providing Basic Services • Widening access to education through the rehabilitation and construction of primary and secondary schools, increasing the number of teachers and providing text books and other supplies. • Improving health services through the supply of drugs, the start of a major rehabilitation and construction programme for health, and fast track training of health workers. • Improved water supplies to both urban and rural areas
Strengthening Institutions and Governance • Establishing the foundations for an efficient and effective public service • Establishing budget and financial management procedures that promote governance, transparency and accountability • Drafting and promulgating laws essential to the running of a modern, just and equitable society.
ACTION PLAN: IMPLEMENTATION CHALLENGES • Delay in the approval of the 2006 Budget • Format of the 2006 Budget does not allow the tracking of amounts released to individual projects or activities • Critical delays in the mobilisation of MDTF funds as the project approval process suffered long delays and the procurement process for those projects that were approved proved unacceptably lengthy. • Delays in the appointments of the key senior staff that were required to make ministries fully operational and administer their development activities • shortage of office space for most Ministries, poor working environment and lack of equipment has a negative effect on staff performance, resulting in an overall low work output.
FUTURE DIRECTIONS • The Action Plan will be reconfigured as an Annual Action Plan that is intermeshed with the Annual Budget process and the Sector Working Groups • 2007 Action Plan 2007 is to be produced immediately by all GOSS ministries and the Commissions based on their 2007 approved Budget.
GoSS’s Reconstruction and Development Strategic Goals • To rehabilitate the infrastructure; • To rebuild the economy; • To maintain peace and security; • To provide basic social services; and • To strengthen public institutions and good governance
