  1. International Update ITU-R SG5 and SG1 Meetings RABC General Meeting March 31st, 2009 Montreal, Quebec.

Working Party 5D WP 5D, February 10-17, 2009 • Advanced work on a revision of ITU-R M.1036, the frequency arrangements for IMT bands, by adding new bands identified for IMT at WRC-07 – most efforts this meeting on 450-470 MHz and 698-862 MHz • Revised Report ITU-R M.2039, the characteristics of IMT-2000 systems for frequency sharing/interference analyses, to incorporate information related to the OFDMA-TDD-WMAN terrestrial radio interface • Finalised and agreed on revisions to Reports ITU-R M.1580-2 & ITU-R M.1581-2 • Finalized a draft new Report on coexistence between IMT-2000 CDMA-DS and IMT‑2000 OFDMA-TDD-WMAN in the 2 500-2 690 MHz band • An approach was agreed for possible future work on Femtocells and on Cognitive Radio for IMT

  3. Working Party 5D (cont’d) Regarding completion of draft revision 9 of Rec. ITU-R M.1457 “Detailed specifications of the radio interfaces of IMT-2000”: • Significant discussion arose on proposed updates for two technologies (to add a TDD component to IMT-2000 CDMA MC and an FDD component to IMT-2000 OFDM TDD WMAN). Some administrations raised a point as an exceptional circumstance that they need to have further investigation in order to reach a conclusion on these specific technology submissions. • WP 5D seeks to complete draft revision 9 of Rec. ITU‑R M.1457 for all technologies at its next meeting. The following plan was agreed: 1) The concerned administrations seeking information in the “Areas of investigation” are to provide an early input contribution to WP 5D by no later than 25 March 2009 providing specific guidance to the technology proponents on what additional information is required to satisfactorily agree and conclude the additional radio transmission technologies proposed for Sections 5.2 and 5.6. 2) The proponents are requested to provide inputs to the June meeting of WP 5D towards closure of this open area. 3) The administrations and the proponents are encouraged to conduct dialog in the intervening period to promote understanding and a positive closure of this open area.

Working Party 5D (cont’d) • Documents forwarded to SG5 for approval/adoption: • Draft revision of Recommendation ITU-R M.1581-2 – Generic unwanted emission characteristics of mobile stations using the terrestrial radio interfaces of IMT-2000 • Draft revision of Recommendation ITU-R M.1580-2 – Generic unwanted emission characteristics of base stations using the terrestrial radio interfaces of IMT‑2000 • Draft revision of Report ITU-R M.2039 – Characteristics of terrestrial IMT-2000 systems for frequency sharing/interference analyses • Draft new Report on coexistence between IMT‑2000 CDMA-DS and IMT-2000 OFDMA-TDD-WMAN in the 2 500-2 690 MHz band operating in adjacent bands in the same area • Next meeting: 10-17 June, 2009 in Geneva

Working Party 1A • WP 1A, February 25-March 4, 2009 • Considered potential modifications to Recommendation ITU-R SM.1757 “Impact of devices using Ultra-Wideband technology on systems operating within radiocommunication services” • Power Line Telecommunications • There were numerous input contributions to advance the work of the PDNR on “Power line high data rate telecommunication systems” and the PDN Report “Impact of power line telecommunication systems on radiocommunication systems operating in the LF, MF, HF, and VHF bands below 80 MHz”. • The bulk of the work focussed on the PDN Report, which was completely restructured at this meeting and upgraded from a Working Document Towards a PDN Report. • The Correspondence Group will continue its work in between meetings

Working Party 1A (cont’d) • AI 1.22, Short-Range Devices: • Draft CPM text developed – based on two input contributions • Six administrations (France, the Netherlands, Sweden, Switzerland, United Kingdom and USA) made reservations on text regarding the possible imposition of regulatory solutions (limits on radiation and specifying frequency bands to be used by SRDs) to protect radiocommunication services. • The WG considered four proposed methods to satisfy the agenda item with ultimately, three methods retained in a Working Document • Harmonized bands for SRDs • Exclusion bands for SRDs • Emission masks to protect the primary services in the various bands in which SRDs operate • Administrations and sector members invited to contribute studies on these methods or on other methods to satisfy the agenda item • Liaison statements were sent to various WPs requesting protection criteria for their services • Next Meeting: September 16-22, 2009 in Geneva

Working Party 1B • WP 1B, February 25-March 4, 2009 • Advanced work on WRC-11 AI 1.19 • SDR and CRS (development of definitions applicable to all radiocommunication services) • Specified a method in the CPM text for no regulatory measures in the international Radio Regulations for the deployment and the use of SDR. • Created a correspondence group to consider potential modifications to Report ITU-R SM 2012 “Economic aspects of spectrum management”. • Discussed the harmonization of SRDs (ITU-R Resolution 54) and revisions to SM.1538 “Technical and operating parameters and spectrum requirements for short range radiocommunication devices” • Some interest from Europe to harmonize SRDs

Working Party 1B (cont’d) • Advanced the work on WRC-11 AI 1.2 • Canadian input proposed revisions to the RR definitions related to mobile and fixed services • Well received and included in the output documents CPM text and working document towards PDN report • Several countries expressed an interest in the Canadian approach • Most of the discussions revolved around convergence of fixed, mobile and broadcasting services • Some discussion on satellite convergence – expect more discussion at the next meeting • Next meeting: September 16-23, 2009 in Geneva
