Three Guides for 308 SIP/TIP Development • Road Map – a process guide that takes the developer through the general tasks needed to meet the rule requirements • Relationship Table – a nexus guide that allows the developer to see how WRAP work products (detailed in the WRAP Work Plan) serve the processes outlined in the Road Map • Resource Matrix – a resource guide that outlines SIP components (from the WRAP Strategic Plan), approvability criteria, any suggested language, and links to WRAP work products and rule processes

Next Steps • Develop a structure, represented initially by a table of contents, for the SIP/TIP • Develop where possible template language and “locators” for Appendix documents and TSD references (i.e., 309 STIP) • Develop guides for states completing 309(g) SIPs and 309 SIP revisions
For example, issues for the 309(g) SIPs: Will WRAP update C1A data; use 309 data? How will 309 “credit” be determined? Sufficient time to determine if a 309(g) strategy is compatible with a 309 strategy? How to interface with 309 trading program, BART, and NOx/PM strategies? Continue to clarify issues…
Ask questions… • How do 308 SIPs address the Clean Air Corridor established by the GCVTC for the 309 SIPs? • Does the WRAP Work Plan (and Strategic Plan) along with the work of the forums and committees meet the needs of the SIP Development Process? • What do states need to complete without the assistance of WRAP? Or with FLMs? Feds?
