US elections and the role of intermediaries • Aftermath of US Presidential election: Google, Facebook, Twitter faced backlash over ‘false news’ and filter bubbles • Platforms introducing changes to their policies to prevent deceptive content from spreading • Intermediaries: de facto content regulators? • Letter from 40 Internet companies to President-elect: policy priorities include promoting strong encryption & liability protection from content that users share on their platforms • How will relationship between new President and Silicon Valley unfold?

Localisation of data under focus • Russia blocked LinkedIn from operating in the country, after breaching Information Law No. 242-FZ requiring data to be stored on local servers • Push for data localisation in recent years, for several reasons: stricter privacy rules, taxation concerns, content regulation, etc • Implications: data within physical reach of authorities; facilitates implementation of content regulation, investigations, protectionist economic policies; challenge for migration of data; more business for data storage providers

Making the IoT more secure • After last month’s DDoS attack utilising smart devices, companies now looking at ways to make devices more secure • How do we ensure that devices are secure and vulnerabilities are patched? • US experts calling for regulations to impose minimum security standards on manufacturers; US Congressional members calling for self-regulation

Zero-rating: To charge or not to charge?   Debate over zero-rating practices reignited: • Public consultation in Canada to discuss differential pricing due to existing practices; in UK, new zero-rating plan introduced by mobile telecom operator Main arguments: • Is no access better than some access? How does it affect Internet rights? (developing countries) • Does zero-rating give rise to undue competition? How is the consumer affected? (developed countries)

  8. 5. UN GGE meets again • Second session of UN GGE on 28 Nov – 2 Dec.
