Better Broadband for Norfolk objective To achieve the maximum coverage for the available investment • No community prioritised over any other - There are all types of users in all communities, both residents and businesses • The most efficient rollout, to achieve maximum coverage for the available funding. This means rollout plans are flexible Implementation only confirmed following survey and delays can occur during implementation
Norfolk fibre coverage without BBfN Norfolk properties: 424,000 Access to fibre infrastructure via commercial deployments (BT Openreach / Virgin Media 180,000 properties – 42% Black on the map = both BT Openreach and Virgin Media funded fibre Grey on the map = either BT Openreach or Virgin Media funded fibre White = No Coverage
BBfN1 another 42% of Norfolk properties. 680 fibre cabinets implemented between July 2013 and September 2015 – so combined with commercial coverage 84% of Norfolk properties BBfN2 for another 11% of Norfolk properties. 1,100 new fibre structures will be implemented December 2015 and March 2020. Almost twice as many structures to serve only a quarter of the number of properties as under BBfN1 5% of Norfolk properties will still not have access

127 properties • Business and residential • Diverse range of types of property e.g. cottages, halls, farms, etc. • The area is approx. 5.5kms end to end • Approx. 10.5kms of copper cable network, mainly overhead • Nearest available fibre network is 2.5kms away (Hingham)
Initial option: • Standard contract one approach - fibre enable the current cabinet • Would have given 50 of the 127 properties access to Superfast broadband speeds (24Mbps+) • Decision was to reject the design and explore alternatives as this option did not provide sufficient benefit or represent value for money
Total premises = 127 • Area A = 62 • Area B = 10 • Area C = 30 • Area D = 25 • Option 2: • Fibre enable the existing cabinet to cover area A • Add a second cabinet to fibre enable areas B, C & D • Although more premises would have access to SF. 40 would be less than 15Mbps and some of those would remain with speeds of less than 2Mbps • Decision was to reject the design and explore alternatives as this option still did not provide sufficient benefit or represent value for money C D B A
Choice between: • Option 3 • Fibre enable the existing cabinet to cover area A. Live by end March 2017 • Fibre to the Premises for areas B, C & D providing Ultrafast speeds of 330Mbps Download and Upload speeds. • Option 4 • Fibre to the Premises for all areas providing Ultrafast speeds of 330Mbps Download and Upload speeds for all properties. Work will begin summer 2017 D C B A
Things to consider • Option 4 is the most appropriate solution for the village • Fibre to the premises means the fibre is taken to the property boundary
Getting fibre to the premise • For properties with a long distance from the boundary to the building ducting or poles may be required which can incur installation costs or require self-dig. This is not the case for average sized plots Existing buried copper feed
