Built on consensus. • International aspects: • 3 main entities: • ISO, ICE (electrotechnics) & ITU (telecommunications) • Membership: national standardisation organisations (158 in 2006) • Work led in Technical Committees (TC204 for ITS)

SCORE@F: final event Standardisation: basics • European aspects: • Framework: Regulation 1025/2012 (25-oct-2012) • 3 entities appointed by EC: • CEN, CENELEC and ETSI • Possibility for EC to issue mandates for accelerating the standardisation production • Needs at least 5 active countries (for NWI) • CEN & ISO signed Vienna agreement in 1991

SCORE@F: final event Standardisation: basics • French aspects: • Framework: Decree 2009-697 (16-jun-2009) • 1 entity appointed: AFNOR • Work organised in Commissions (CN) - hosted by BNTRA for ITS • For C-ITS work followed by CN16 that is in charge of following several working groups in CEN (WG16) and ISO (WG16, WG17 and WG18) as well as some work items of ETSI TC ITS • For C-ITS no national production • Several WIs led by French experts in CEN and ISO

  6. SCORE@F: final event The M/453 mandate • Issued by EC on 6-oct-2009: • “... to support the interoperability of co-operative systems for IT in the EC” • Objective: basic set developed within 30 months after acceptance (15-jan-2010) • Joint answer by CEN & ETSI (15-apr-2010)

SCORE@F: final event The CEN & ETSI common answer • CEN TC278: set-up of a new WG16 (03/2009) • Focused on applications and part of services • Together with ISO TC204 (Common group under VA) • ETSI: with the TC ITS • Focused on communications, security, services and critical safety applications • Set of 82 WIs together (not all for the 1st set) • Possibility of funding Project Teams by EC

SCORE@F: final event International cooperation • Between EU and USA with Japan as observer: • Setup of a common Task Force (different WGs) • Strong support of on-going standardisation work • Special focus on: • Harmonisation of standards. E.g.: • Messages (CAM and DENM vs. BMS) • Communications aspects (security, congestion,…) • Already some positive concrete results

  9. SCORE@F: final event The current work in CEN and ISO • Eleven WIs are on WG16 work plan: • 1 about “Roles & responsibilities” (DE) • 3 about services (incl. In-vehicle signage & Contextual speeds) (FR) • 2 about Local Dynamic Map (LDM) (AT) • 2 about application management (DE) • 3 about messages sets (SPaT, PVD & IVI) (US, NL, AT) • Other WIs are dealt with by other WGs • CEN WG8, WG13 and ISO WG3, WG9, WG10, WG14

SCORE@F: final event The current work in ETSI • Several WIs are still on TC ITS work plan: • 1 about “Common data dictionary” • 5 about “Testing” and “Interoperability testing” • 5 about “Application requirements” (vehicle-centric) • 5 about “Facilities” (incl. 2 EN FV – CAM & DENM) • 8 about “Network and Transport” (including 4 EN from TS) • 5 about “Management”

SCORE@F: final event M/453: conclusions (1/2) • M/453 ended in July 2012 • A common report has been prepared by CEN TC278 WG16 and ETSI TC ITS beginning 2013 • Transmitted to EC on 15-Jul-2013 • A lot of work carried out by CEN & ETSI during the mandate: • Strong focus on the minimum set of standards (“day 1”) • CEN TC278 and ISO TC204 have produced 29 EN/ISO, 8 DIS/FDIS (ballot), 12 TS, 13 DTS, 4 TR & 4 DTR • ETSI TC ITS has produced 1 EN, 2 prEN (under ballot), 51 TS & 32 prTS • 4 PT (CEN) and 12 STF (ETSI) mandated

SCORE@F: final event M/453: conclusions (2/2) • Good dynamics to produce standards • Numerous WGs involved in drafting standards •  cross-cutting activities become essential • Concept of release mechanism (to increase coherence) • Administrative burden initially underestimated by actors (EC & ESO) (too short mandate) • Long process to produce an EN (36 months)  choice to immediately produce TS rather than EN (these TS will then be transformed into EN) • No perspective for a new mandate but EC is expected to continue appointing new PT/STF • What about the standardisation of future advanced applications (“day 2”)?

SCORE@F: final event Place of road operators • The work carried out in EasyWay showed the interest of road operators for C-ITS: • To push priority services at standardisation • To diversify the points of view: • Telco operators and industry are well represented • High legitimacy to speak about road safety and traffic management (overall interest) To promote road operators’ vision and interests To reinforce links with road operators through the Amsterdam Group To reinforce place of road operators in NSOs

SCORE@F: final event Conclusion and outlook • Prominent place in the EC ITS action plan (Area 4: Integration of the vehicle into the transport infrastructure) • Cooperative ITS must be thought internationally (cooperation with USA and Japan ) • Intense cooperation with FOTs in Europe and overseas • Work will go on in the next years after M/453 has ended • … but only possible if commitment by countries  Improve cooperation with NSOs
