  2. 2 THE AGENCY’S ENGAGEMENT APPROACH IS MULTIFACETTED AND BUILDS ON … • CEDQ Minister regular visits across Quebec regions • CEDQ network of regional offices (e.g. local intelligence; participation in local committees, activities and on management boards of organizations) • CEDQ on going research, evaluation studies, consultations, audits and opinion surveys conducted by private sector experts • CEDQ public reports (e.g. annual report on plans and priorities; annual departmental performance report; five year sustainable development strategy) • CEDQ communications strategies and media relations (e.g. press conferences; newspapers articles; sponsorship of events)

  3. 3 THE AGENCY’S ENGAGEMENT APPROACH IS MULTIFACETTED AND BUILDS ON … (continued) • The 300 or so organizations in Quebec that are financed by CEDQ to provide services and mobilize local actors (e.g. CFDC’s) • The contractual obligations of clients receiving CEDQ assistance requiring they report on results and achievements • The recently announced creation of regional advisory committees that will provide advice to the CEDQ minister • The networks, expertise and knowledge of : • Other Quebec federal ministers and organizations present or conducting consultations in Quebec (e.g. Industry Canada; Human resources and development Canada; Transports Canada) • International organizations on which CEDQ is a member (e.g. OECD Territorial Committee; OECD 2004 study on Montreal’s competitiveness performance)

  4. 4 THE AGENCY’S ENGAGEMENT APPROACH IS MULTIFACETTED AND BUILDS ON … (CONTINUED) • The strong presence and involvement of the Quebec provincial government in regional economic development planning, programming and in engaging regional and community stakeholders : • Focus is on complementarity, on avoiding duplication, on collaboration and on partnerships in the support of projects pursuing common objectives of interest to both governments • Recognizes special circumstances prevailing in Quebec where respect of provincial jurisdictions and engaging directly provincially dependent organizations (e.g. municipalities) are sensitive issues
