  2. Article 4.9 of the Convention IT STATES THAT: The Parties shall take full account of the specific needs and special situations of the Least Developed Countries in theIR actions with regard to funding and transfer of technology

  4. Issues under the Subsidiary Body for Implementation (SBI) • LEG • Renewal of the mandate and expansion of the LEG • NAPAs • Full implementation of NAPAs, revisions and updates • LDC work programme • Full implementation of all elements of the LDC work programme • LDCF • Further guidance to GEF for full implementation of NAPAs, revision and updates, LDC work programme • Review of the financial mechanism • Conclude the review

Issues under the Subsidiary Body for Implementation (SBI) • Capacity for implementing adaptation • Technical support programme for implementing adaptation in LDCs funded under the LDCF. • Identifying, establishing, and/or strengthening regional centres to coordinate adaptation programmes in LDCs

Issues under the Ad-hoc Working Group on Long-term Cooperative Action(AWG-LCA) • Adaptation framework • Establishment of a process for LDCs to formulate and implement national adaptation plans that build upon the experiences of the NAPAs as a means of identifying medium and long-term adaptation needs and developing strategies and programmes to address those needs • New Fund • Establishment of the new fund

Issues under the Ad-hoc Working Group on Long-term Cooperative Action(AWG-LCA) • Delivery of technology • Financial resources • Remove barriers like Intellectual Property Rights (IPR) • Technology mechanism and panel • Agreeing on Technology Mechanism under the COP taking into account two components (Technology Executive Committee and Climate Technology Centre and Network)

Other Issues of concern • Adaptation Fund • Options for improving access by LDCs • Agreeing on a set of decisions to establish the basis for an implementation architecture covering all of the building blocks of the Bali Action Plan. • Reaching agreement on the future of the regime under the Kyoto Protocol (decisions, amendments). • Launching the readiness phase of a mechanism for REDD+. • Extension of the NWP, ensuring enhanced focus to LDCs.
