  2. FUNDING AND SUSTAINABILITY(Group A) Question:What are the key factors for ensuring proper funding and sustainability of trade facilitation organizations? Rapporteur: M. Sumbue Antas

  3. FUNDING AND SUSTAINABILITY(Group A) • One size does not fit all! • Consider re-engineering the organization to reflect the changing situation – ongoing review • Public-Private Partnerships bring together various interests

  4. FUNDING AND SUSTAINABILITY • Government versus Business Funding • Governments should provide funding, especially for developing countries • Government funding implies commitment • Need government to implement TF measures • Business community will support if they see benefit • CCI may lead in some countries • Note – contributions in kind from either government or business • Various revenue mechanisms - Projects and fees • Priorities – Should be needs driven and priority focused – Business case for specific initiatives

Prioritization mechanisms • Continuity of government policy • Programme of privatization (competition issues) • Impact assessment • Consistent decision-making • Reconciling interests (different priorities for different sectors, especially SMEs) • Internationally binding agreements (bilateral, subregional, regional and global) • Export versus import facilitation

  7. NATIONAL TRADE FACILITATION PRIORITIES B. Current priorities (1/2) • Establishing the national TF organizations • Open, inclusive, transparent and credible • Single Window • Paperless trading • Transit simplification • Simpler documentation • Capacity building and technical assistance

  9. NATIONAL TRADE FACILITATION PRIORITIES C. Conclusion Identifying and assessing your priorities cannot be separated from the mechanism of prioritization, which must be inclusive and comprehensive.
