PROCUREMENTOF FORMS • UN ACCOUNTABLE FORMS :-(i) ‘A’ Category of forms (131 forms) :These forms are supplied by the RFD Nasik. Annual forecast of these forms is sent to RFD Nasik during the month of November each year duly approved.
Procurement of • (ii) ‘B’ Category of forms (238 forms) : • These forms are got printed locally from local printers through tenders. • (iii) ‘C’ Category of forms (146 forms) :These forms are printed at the PSD on Swift-300 offset printing machine.
ACCOUNTABLE FORMS • All the accountable forms (except SB/RD/TD/MIS pass books and MO-8 pads) are got printed locally by floating tenders.
HOW FORMS ARE TO BE OBTAINED FROM PSD : *Forms are to be obtained from PSD on the basis of Master Schedule of forms (SK-4) :
What is master schedule of forms(SK-4) ? • (i) It is prepared once in five years (Rule-288 Vol-II) • (ii) Based on the statical figures of 6 months it is prepared. • (a) For public utility forms 10% forms • are to be added. Forms like • SB-103,SB-7,SB-3,RP-54 etc. • (b) Office utility forms 2% forms are to be added :
Indenting of Forms • For example : • Public utility forms • SB-103 (pay-in-slip) • Six months statistical figures 9000 • 10% (+) 900 • Six months requirement 9900
Indenting of Forms • Office utility forms : • ACG-22(a)BO daily A/Cs: • Six months usage 12000 • 2% extra + 240 • Six months requirement 12240
Indenting of Forms • Postmasters may add extra requirements of forms like SB-3, SB-103, SB-26 due to introduction of NREGS scheme. • If the Speed Post/SB/NSC traffic is increased the requirement of forms may be added accordingly.
Indenting of Forms • (iii) Master schedule of forms is to be countersigned by Divisional Head. One copy to be kept at Post office, one copy to be retained at DO and one copy to be sent to PSD. • (iv) Forms of EDSOs are to be included by HO
Procedure for Indenting • The SK-85 (indent) is to be sent to PSD six weeks in advance. • Example : If supply is due in mid-July, the indent is to be sent to PSD May end. • (ii) Before placing indent the stock on hand is to be counted personally by the postmaster and then quarterly requirements are to be placed.
Forms not supplied by the PSD on time and as per demand –WHY? • PSD depends on supplies from RFDs which involves WAIT • Forms not supplied by RFD can only be taken up for local printing. Tenders take two months time minimum. • Post Offices which plan therefore benefit
Difficulties faced by the PSDs • (i) Units are not submitting the indents (SK-85) timely. • (ii) The units are demanding forms only approximately without actually calculating requirements. • Demand is placed urgently when forms are totally exhausted at the office.
Remedialmeasures : • Units to place indents timely. • (ii) Master Schedule of forms to be revised/ corrected by deleting forms which are not used (like forms of telegraph department) and adding forms of Speed post/ EPP etc. • Add requirements of computer Stationary Eg.MPCM stickers.
Remedial Measures • Pos to return the excess forms to PSDs. • Extra forms be diverted to HO or to PSD. • Accountable forms be returned to HO and HO in turn to PSD concerned.
Remedial Measures • Post Offices are writing one letter only covering requirements of unaccountable, accountable and stock items. • PSDs have to inturn prepare separate letters to concerned sections to supply the forms. • Suggested that separate letters be written
