Who we are A network of 82 human rights organisations, institutions and individuals based in 30 countries in the Euro-Med region Established in 1997 in response to the Barcelona Declaration and the establishment of the Euro- Mediterranean partnership Wich member all adhere to universal human rights principles and work for cooperation and dialogue across and within borders The EMHRN - 2

  3. EMHRN Mission The mission of the EMHRN is to promote and strengthen human rights and democratic reform within the framework of the Barcelona process and EU- Arab cooperation frameworks. The Network seeks to develop and strengthen partnerships between NGOs in the EuroMed region and facilitate development of human rights mechanisms, disseminate the values of human rights and generating capacity in this regard. EMHRN Values The fundamental indivisibility and universality of human rights and respect for the rule of law The fundamental value of freedom of expression, assembly and association The importance of civil society in the promotion and protection of human rights Gender equality and the importance of promoting the rights of women Intercultural approaches to human rights as well as dialogue and the promotion of intercultural understanding The right to popular participation and ownership in shaping human rights agendas throughout the region The EMHRN - 4

EMHRN Objectives Pro-actively support and publicise the universal principles and standards of human rights Critically engage with all dimensions of the Barcelona Process and to maintain a critical stance on the EU To strengthen, assist and co-ordinate the efforts of its members To support the development of democratic institutions alongside the promotion of the rule of law, the equality of men and women, public education and awareness as well as human rights education Set up and support all necessary structures and procedures to achieve the above.   6. What do we do The EMHRN promotes networking, cooperation and development of partnerships between human rights NGOs, activists and wider civil society in the Euro- Mediterranean region. The EMHRN acts as a regional forum for human rights NGOs and a pool of expertise on promotion and protection of human rights in the region. EMHRN Working Groups The working groups are created as a part of the EMHRN strategy of addressing specific human rights issues in the Euro-Mediterranean Region The working groups draft specific policies, advise the Executive Committee, and ensure the effective delivery of the mandate and agenda of the Network The working groups are established for a specific purpose and may be composed of regular, individual and associate members. It may invite resource persons (individuals or representatives of organisations) to its meetings The EMHRN - 12

  13. EMHRN Working Groups The EMHRN working groups can be ad hoc or permanent groups. For the time being, there are 6 active EMHRN working groups: Freedom of Association Human Rights Education & Youth Justice Migration & Refugees Palestine, Israel & Palestinians Women's Rights & Gender The EMHRN - 13

Criteria for WGs When setting up a new WG, a general call for participation is published to EMHRN members and renewed each 3-4 years The Executive Committee appoints a political referent from the EC to each WG. A project coordinator (EMHRN staff) is present at each meeting and ensures administrative coordination. Each WG elects a chair person/convener. The EMHRN -14

Structure of WGs Political referent: appointed by the Executive Committee among its members to act as an intermediate between the WG and the EC, ensuring that decisions of the EC and the WG are communicated to both parties Chair person/Convener: a member of the WG elected by the WG. The role of the convener is to ensure moderation of meetings, encourage communication between members in-between meetings and closely coordinate with the project coordinator Project Coordinator: is employed by the EMHRN with the responsibility to ensure the implementation of the specific EMHRN project and facilitate regular communication between WG members.   16. Membership Criteria for WG Members in WGs can be: Regular members. Representatives of EMHRN member organisations Individual members. Individual members of the EMHRN Associate members Resource persons. Individuals or representatives of organisations (not necessarily EMHRN members); can be invited to attend one or more WG meetings depending on the meeting agenda. The decision to invite a resource person will take place upon consultation between the coordinator, the convener and the political referent. The EMHRN - 16

Quantitative criteria for WG The total number of members (regular, individual and associate, including project coordinator, convener and political referent) in each WG should not exceed 15 persons. A person can only in exceptional cases be member of more than one working group, while an organisation can be represented in more than one working group by different representatives The EMHRN - 17

Qualitative criteria for WG A member qualifies for membership of a WG upon written application and documenting direct and demonstrative involvement in the field of work of the WG Continued membership of the Working Group implies committed and active participation in its meetings and in the implementation of the WG decisions If a WG member fails to show up at three consecutive WG meetings without due notification s/he will no longer be considered a member of the WG The composition of the WG should aim at reflecting the geographical diversity in the region, both in the North and in the South as well as be gender balanced. It should also ensure inclusion of youth. The EMHRN - 18
