Lenin’s New Economic Policy • End of food seizures • Peasants turned over a percentage of crops, were free to sell the balance for profit • State retained control over major industries • Small business restored to private ownership • Large enterprises remained under government control Russian peasants

  5. Why was NEP Controversial? • It represented a modified form of capitalism • Allowed peasants to sell a portion of their crops for profit • Allowed small-scale manufacturing to function on a private basis

  6. Results of NEP • Overall economic recovery • Agricultural and industrial production increased • Russia began to recover from years of famine that followed the civil war • Standard of living improved • Ended armed resistance to the new government
