Why should Japan work together with the EU in development cooperation? 1) Because the EU is collectively the largest ODA provider. 2) Because the EU is pursuing a comprehensive approach in security, development and democratic governance (3D) 3) Because the EU may offer Japan ample opportunities to strengthen its foreign policy impact.

Concept of Development in the 21 Century During the Cold War, the West focused aid to bolster the regimes of the West-bloc countries: no governance or security issues After the Cold War, national, ethnic and religious conflicts emerged: development must be linked to security, peace and state building.
