National Resource Centre for Education /Higher Education Academy • Create a database for all teachers in higher education • Develop an electronic network for the teachers and researchers in higher education. • Assemble all support material in electronic form for onward use • Disseminate material to all registered subscribers of higher education. • Organize workshops, seminars and short term courses in higher education • Strengthen the resource base for the teachers in higher education • Financial norms: • Capital cost: Rs. 11.55cr • Recurring cost: Rs. 15.90 crore per year • Set up at NIEPA
Centres of Academic Leadership and Education Management (5 Nos.) • Evolve a programme on the training needs of academicians in leadership positions • Provide entry-level orientation training on requisite functional proficiency and attitude orientation • Create a pool of academic managers in school education • Develop training resources for academic managers of DIETs, SCERTs, other teacher education institutions • Develop educational managers who are able to coordinate efforts of all stakeholders to improve effectiveness of an organization. • Financial norms: Capital cost: Rs. 6.10 crore • Recurring cost is Rs. 1.40 crore per year. • Set up at: • Aligarh Muslim University (AMU) • Tata Institute of Social Sciences (TISS) • NIEPA
Innovations, Awards and Teaching Resource Grant, including workshops and seminars • Areas of innovation could be curriculum, pedagogy, evaluation, integration of technology, promoting inclusion of marginalized sections, innovations in funding, collaborations etc. • To promote innovations in teaching-learning through the resource grant to the teachers. • To recognise and identify talent among the teachers and them. • Workshops and seminars to evolve strategies for faculty related matters. • Financial norms: A lump sum provision of Rs. 40 crore has been approved with specified ceilings. • Sanctioned so far: • Indira Gandhi National Tribal University • National Institute of Technology, Silchar • Administrative Staff College of India, Hyderabad • National Institute of Technology, Goa • National Institute of Technology, Tamil Nadu • PG College, Ghazipur
Subject Networks for Curricular Renewal and Reforms • To function as an electronic network for the teachers and researchers of specific domain areas in higher education. • Create a website and other appropriate tools to support information exchange and dissemination; • Pooling and sharing of subject related resources for teachers and professionals. • Help members of the network on problems related to subjects. • Share research findings and help the newly inducted researchers to analyze the research findings. • Financial norms: A total provision of Rs.5.00 crore has been approved under this head, with Rs. 0.24 crore for computer related hardware for each network under non-recurring costs. • Set up at: • National Centre for Biological Sciences, (NCBS), Bengaluru- Life sciences • BHU – Ayurveda • Rashtriya Sanskrit Vidyapeeth, Tirupati, Andhra Pradesh- Sanskrit
Physical & Financial achievements • Projects are sanctioned by a PAB co-chaired by both Secretaries of MHRD and consisting of representatives of other related Ministries, NITI Aayog, autonomous bodies and external experts. • Tenth Project Approval Board (PAB) meetings held so far. • A total of 64 proposals approved till now. • Three national workshops held & Regional Workshops are being conducted in 2018. • Financial achievements are as follows (Rs .in crore): • 2014-15 1.25 • 2015-16 59.95 • 2016-17 70.06 • 2017-18 72.69
Group of Secretaries recommendations-Leadership Development • The content frameworks for leadership training prepared & circulated. • Broad themes include: • History of Higher Education in India • Federal and State Systems of Higher Education in India and HE Laws, policies and regulations • Key leadership strategies for improved institutional performance and better institutional governance: strategies for institutional excellence, rational decision making, balancing accountability and autonomy, distributed leadership and diffusion of authority/delegation and decentralization, key management skills, industry collaboration, using technology. • Building Teams, nurturing staff and strengthening alliances (Managing interpersonal relations and managing conflict) • Developing research capacity and Strategic Planning • Renewing academic programmes (Curriculum and Curricular Development) • High impact practices for student success (Students and student development) • Ten venues for training identified comprising of CUs and Centres of Academic Leadership & Edn. Management (CALEM). • Training programmes commenced from September 2017.

DRAFT UGC REGULATIONS ON MINIMUM QUALIFICATIONS FOR APPOINTMENT OF TEACHERS AND OTHER ACADEMIC STAFF IN UNIVERSITIES AND COLLEGES AND MEASURES FOR THE MAINTENANCE OF STANDARDS IN HIGHER EDUCATION 2018 18.0 Maintenance of Standards in Higher Education Institutions vii.An induction programme of one month shall be introduced for all newly recruited Assistant Professors in the universities /colleges/institutions ideally before the starting of their teaching work but definitely within one year of the recruitment of the new faculty member. In addition to the Human Resource Development Centers of UGC, Universities/Institutions with Pandit Madan Mohan Malviya National Mission on Teachers and Teaching(PMMMNMTT) scheme shall also organize such induction programmes as per their mandate. viii. These induction programmes will be treated at par with the Orientation Programmes already being run by the Human Resource Development Centers of UGC for the purpose of CAS requirements. Universities/Colleges/Institutions shall send the faculty members in a phased manner so that teaching does not suffer. ix. All short term and long duration capacity building programmes for teachers/faculty ranging from one week to one month as well as seminars, workshops in different pedagogic and discipline specific areas being conducted by centers such as Schools of Education (SoEs), Teaching Learning Centers (TLCs), Faculty Development Centers (FDCs), Centers for Excellence in Science and Mathematics (CESMEs), Centers for Academic Leadership and Education Management (CALEMs) under PMMMNMTT scheme shall be taken into consideration for fulfilment of the requirements as laid down in Career Advancement Scheme of these regulations.
