Funding rate clarification From Sept 2016: • Child eligible for 30 hours: £4.00 / hr for all 30 hours • Child not eligible for 30 hours: £3.38 (+ deprivation funding at £0.40 / hr if applicable) • EYPP paid to ALL children eligible for EYPP – first 15 hrs only • Pending revised early years formula – 2017 • Part time children in reception class are not eligible Childcare Strategy Service

Parental Declaration Form Two Parental Declaration Forms • Original – children only entitled to universal 15 hrs • Extended Entitlement – children eligible for 30 hrs ALL families who have been confirmed eligible for the 30 hrs should be given the Extended Entitlement PD Form to complete (even if your setting is not offering the full 30 hrs) Childcare Strategy Service

  7. Models of delivery Standard offer – entitlement claimed over 38 weeks • 38 week providers • 48 / 51 week providers Flexible offer – allows maximum entitlement to be claimed (48 / 51 week providers) Stretched offer – free entitlement only (48 / 51 week providers) Childcare Strategy Service

Models of delivery Standard offer A • Entitlement calculated over 38 weeks. • Provider open 38 weeks per year e.g. 1 • child attends provider 30 hrs per wk for 38 wks. • Child claims 30 hrs x 12.67 = 380 hours per term • No additional hours to pay for however can charge for additional services e.g. lunch, if not a condition of access. Models of delivery Standard offer A • Entitlement calculated over 38 weeks. • Provider open 38 weeks per year e.g. 2 • child attends school 30 hrs / wk for 38 wks but only wants to claim 20 hrs / wk with school. • Child claims 20 hrs per wk • Parent pays for additional 10 hrs per week Childcare Strategy Service

Additional charges • LAs should ensure that parents are not charged any fee for their child’s funded place. • If providers charge for any goods or services, this must not be a condition of a child taking up a place. • Goods or services might include meals, optional extra activities or additional hours. • Parents should be allowed to provide packed lunch / snacks if more affordable. Models of delivery Standard offer B • Entitlement calculated over 38 wks • Provider open more than 38 weeks per year e.g. child claims 25 hrs per wk for 38 weeks only • Provider averages out charges for additional hours across year to give a monthly bill or • Parent has no bill for term time but provider charges for all hours during holidays Childcare Strategy Service

Models of delivery Flexible Model (allows max entitlement to be claimed) e.g. child attends 25 hrs per wk across the year • 25 hrs x 51weeks/3 = 425 hrs per term. • child claims 30hrs x 12.67 wks = 380 hrs / term (to give maximum entitlement) • Plus charges for additional hours (45hrs / term) & any additional services. Models of delivery Stretched offer model is for families who ONLY want to take up their free entitlement and not pay for additional hours. i.e. up to 11 hrs per wk / 51 wks per year (15 hrs) or 22.25 hrs per wk / 51 wks per year (30 hrs) up to 11.75 hrs per wk / 48 wks (15 hrs) or 23.75 hrs per wk / 48 wks (30 hrs) Childcare Strategy Service

  15. Models of delivery Stretched offer e.g. child attends up to 22.25 hrs across 51 wks 22 hrs x 17 weeks => 374 hrs / term (lose 6 hrs / term) • No additional hours to pay for however can charge for additional services e.g. lunch, if not a condition of access. Childcare Strategy Service

Submitting 30 hours data • Ensure voucher code is added onto Parental Declaration form • Complete Integris as normal: - 15 hrs maximum under “funding” field - 30 hrs maximum under “at setting” field • Use “Schools Claim Form 30 hrs” spreadsheet to claim for extended entitlement children • Deadline for autumn term Thursday 20th October Childcare Strategy Service

  18. Key messages • This is a trial - things may change! Processes /systems / models of delivery may need amending • One of the roles of trial is to assess potential demand for models of delivery and their feasibility • Need to feed back to DfE to influence roll out and guidance • Partnership working will support flexible delivery • Correct Parent Declaration must be completed correctly at all settings • Billing to be clear and inline with guidance Childcare Strategy Service
