  2. Reminder... Ministerial meeting in Rotterdam (2004) and Luxembourg (2005) „How can we mobilize diverse territorial potentials of the regions for strengthening economic growth and employment?”

  3. Response of the Member States: • Territorial Agendaof the EU (TA) consisting of six policy priorities and future key actions (2007). • Background analyses by evidence paper „The Territorial State and Perspectives of the EU” (TSP) with analyses of the challenges of spatial development policies and examples of how to better use the territorial diversity of European regions (2007).

  4. Territorial Agenda (45) We ask the coming Hungarian EU Presidency to evaluate and review the Territorial Agenda in the first half of 2011. First Action Programme • Act. 5.3. Evaluate and review the Territorial Agenda in 2011. • Act. 4.3. Update the Territorial State and Perspectives of the EU (TSP) before the TA mid-term review in 2011

  5. TSP-TA working group was set up on 16 April 2009. • Lead partner: Hungary • Partners: Belgium, Cyprus, Czech Republic, France, Germany, Greece, Italy, Latvia, Norway, Poland, Portugal, Spain, Sweden, Switzerland, the ESPON Programme, DG REGIO.

  6. Working method • Policy oriented analysis of the territorial state of Europe where substantial changes occurred (i.e. starting the update of the TSP) • Based on the first results of the analysis, the revision of the current priorities will be started in a later phase (i.e. continuing the revision of the TA later) Is this the right approach to start the work with the TSP update and based on its first results to continue with the TA revision later?

  7. Proposed changes in the updated TSP (I) Changes in relation of the themes which • were not dealt with in the TSP2007 • need revision and modification due to the changed internal and external circumstances • did not exist by the time of writing the TSP2007 document (E.g. financial and economic crises, enlargement, neighbourhood policy, Lisbon Treaty, spatial impacts of EU policies, territorial demographic processes, territorial cooperation, territorial governance) Do the changes in the economic, social and territorial situation justify the revision of the TSP and TA? Do explicit predictable future challenges recommend setting new priorities for territorial development policies already now?

  8. Other questions... Should TSP2011 be more structured and focused? Would it be worth analysing the most important territorial trends and including different scenarios? What should be the character of the revised TSP? Should it befirst of all - an analysis of the territorial situation; - an analysis of the policies implemented in the recent period; - a prospective document;

  9. Coordination of the work TSP-TA working group (+ drafting team) NTCCP Director Generals Ministers If there is no ministerial meeting during the forthcoming acting presidencies is the level of DG satisfactory to agree on the main phases of the TSP update and TA revision?
